KITTITAS COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />AGENDA DATE: March 9, 2026 <br />ACTION REQUESTED: Request to approve a Resolution authorizing Board Chair signature on <br />deeds for additional Right of Way on Bullfrog Road <br />BACKGROUND: In 2002 the Cle Elum City Council approved a Master Plan and a <br />Development Agreement to govern the future development of land <br />located in the western part of Cle Elum, for a project known as <br />Bullfrog Flats. A portion of the project abuts Bullfrog Road, a County <br />Road. This Bullfrog Flats development is a mixed -use development <br />including residential units. <br />On March 25, 2025 the Cle Elum City Council approved the master <br />plat, boundary line adjustment and three preliminary plat phases <br />submitted by Bullfrog Flats, LLC. <br />To mitigate traffic impacts resulting from the development on <br />Bullfrog Road, a roundabout is to be constructed at one of the <br />entrances to the development. Public Works has been working with <br />the developer and their engineer on the roundabout plans. Additional <br />right-of-way has been identified as needed for the construction of the <br />project. <br />Currently Bullfrog Road has 60-feet of right-of-way, which is <br />insufficient for the proposed roundabout. Bullfrog Flats, LLC owns <br />property on the south side of Bullfrog Road and Suncadia Community <br />Council owns property on the north side of the road. The developer <br />has worked to obtain additional right-of-way to accommodate the <br />roundabout and desires to provide this to the County. The additional <br />right-of-way area will be sufficient to construct and maintain the <br />roundabout. <br />INTERACTION: Public Works, Prosecuting Attorney Office, Bullfrog Flats LLC <br />RECOMMENDATION: Approve a resolution authorizing Board Chair signature on deer. <br />HANDLING: Return One original to Public Works <br />ATTACHMENTS: Resolution, Deeds <br />LEAD STAFF: Josh Fredrickson, Director <br />
