DISCUSSION:
An application to vacate a portion of the Innsbruck Drive right-of-way was received by
Public Works (Exhibit 2). The location of the proposed vacation is the area fronting Lot
71 of the Hyak Estates Plat. Kittitas County Code 12.10 indicates that a Public Hearing
would be used to consider the road vacation request. At the Public Hearing a Director's
Report will be presented. The Director's Report is to include the following:
1. Whether the County Road should be vacated and abandoned
2. Whether the same is in use or has been in use
3. The condition of the road
4. Whether it will be advisable to preserve it for the County Road system in the
future
5. Whether the public will benefit by its vacation and abandonment
6. A determination by appraisal of the fair market value of the area sought to be
vacated
7. The classification of the road area according to the type and number of
expenditures made and the nature of the County's interest therein
8. Whether the proposed area to be vacated contains utilities
9. All other matters which will be of interest to the Board
The area sought for vacation is currently right-of-way and does not have a road
constructed. This is located at the end of the road and the right-of-way currently
dedicated is a 45-ft radius from the center of the roadway. Vacation of the right-of-way
would preclude any future improvements to the turnaround.
FISCAL IMPACTS:
The applicant has paid PW's road vacation application fee of $3,888.00
ATTACHMENTS:
Exhibit 1: Hyak Estates Plat with the proposed right-of-way vacation location highlighted
Exhibit 2: Innsbruck Drive Road Vacation Application
Page 2 of 4
Public Works Study Session Staff Report 2026
