KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: March 9, 2026 <br />TOPIC: Portion of Innsbruck Drive Road Vacation Request <br />ACTION REQUESTED: Direct Staff to prepare enabling documents and to <br />schedule a Public Hearing <br />LEAD STAFF: <br />Joshua Fredrickson <br />RECOMMENDATION: <br />Prepare enabling documents and schedule the required public hearing regarding the <br />proposed right-of-way vacation. <br />BRIEFING SUMMARY: <br />• Innsbruck Drive was established as part of the Hyak Estates Plat <br />• Hyak Estates Plat dedicated to the use of the public all roads, streets and alleys <br />within the plat <br />• Kittitas County Resolution 96-40 created a Road Improvement District (RID) for <br />an area which included the Hyak Estates Plat <br />• Once road improvements were complete, the roads within the RID became part of <br />the County Road System <br />• Lot owner desires vacation of a portion of the right-of-way <br />• Public Works (PW) does not support the requested road right-of-way vacation <br />• Kittitas County Code Chapter 12.10 and RCW 36.87 identifies road vacation of <br />County Roads <br />BACKGROUND: <br />The Hyak Estates Plat was approved in 1967 which included 136 lots and multiple <br />roadways, including Innsbruck Drive (Exhibit 1). The original plat dedicated the roads, <br />streets and alleys within the plat for the use of the public. At the time of plat approval, the <br />County did not adopt the roadways as on -system roadways. In 1996 a Road Improvement <br />District (RID) was approved which included the Hyak Estates Plat. Through resolution <br />96-40 the RID was established and upon completion of the improvements the roadways <br />within the RID became part of the County Road System. Through the RID process, <br />Innsbruck Drive became County Right -of -Way.
