KITTITAS COUNTY <br />EC STUDY SESSION MINUTES <br />BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 108 - ELLENSBURG <br />Special Meeting <br />MONDAY 10:00 AM I March 30, 2026 <br />Board members present: Chairman Cory Wright, Vice -Chairman Brett Wachsmith, <br />Commissioner Laura Osiadacz <br />Others: Event Center Director Kady Porterfield, Pat Kelleher <br />1. Call to Order 10:00am <br />2. Citizen Comments (1 min. time limit) None <br />3. KVEC Master Plan Update Discussion: Kady presented the staff report. All three <br />Commissioners agreed that Kady should put together a proposal to be included in the 2027 <br />budget. Benefits to having an updated Master Plan were shared and that a new committee would <br />be selected to be involved in the process. Chairman Wright asked if the City Council can be <br />informed on our Master Plan update project, once approved in the upcoming budget cycle. Kady <br />agreed and would be including the City in the process as well since their relationship <br />surrounding the Park and Pool are very important. Commissioner Osiadacz added that it would <br />be great for stakeholders to see a list of all the completed projects from the Capital Improvement <br />Plan for KVEC. Kady will proceed with including a Master Plan Update in her budget requests. <br />4.Other Business: Kady reported that several items will be coming before the Commissioners <br />for discussion and approval over the next couple of months including Fair Board Bylaws <br />amendments, Fire Camp and Emergency Services Rate Schedule, and 309 Fund structure <br />updates. The City LTAC Committee took a tour last week of the grandstands project and were <br />very appreciative and enthusiastic after the tour and getting to see the work being done. The Fair <br />received the Department of Ag allocation amount, which came in about $16,000 over budget. <br />The Cascade Cow Cutters have requested to rent Bloom Pavilion for one show this year, so the <br />Event Center staff will be working to accommodate them under a new structure that fits our <br />current resources. KVEC was also very happy to have the Kittitas Valley Home and Garden <br />Show back this year and heard many positive things about it. <br />5.
