SUGGESTED FINDING OF FACTS <br /> This matter having come before the Road Variance Committee upon the above referenced Road <br /> Variance Application submitted by Michael and Rachel Kruse, owner of Parcel 832236, the Road <br /> Variance Committee makes the following Findings of Facts, Conclusions of Law and Decision <br /> related to the above referenced matter: <br /> 1. The Road Variance Committee finds that Michael and Rachel Kruse, owners of parcel 832236 <br /> submitted a road variance application on February 27, 2026. <br /> 2. The subject property is located at 3060 Pheasant Lane, Ellensburg WA. <br /> 3. The Committee finds that the Applicant is asking for a variance to the 2024 Kittitas County <br /> Road Standards Sections: <br /> ■ 12.04.04.050 Private Road — Road Certification Requirement <br /> ■ Table 12.04.04-1 Private Road Minimum Standards for width <br /> The Applicant is requesting to waive the private road certification requirement on their <br /> single-family residence access permit. The existing private road does not meet the minimum <br /> width requirement. <br /> 4. The Committee finds that Michael and Rachel Kruse propose no mitigation on their Road <br /> Variance Application <br /> 5. The Committee finds that an open record hearing was held on April 15, 2026, and that <br /> testimony was taken from those persons present who wished to be heard. <br /> 6. The Committee finds that the proposal is/is not in the public interest and that the <br /> requirements for safety function, fire protection, appearance and maintainability are fully <br /> met as required by Kittitas County Code (KCC) 12.01.130. <br /> 7.
