BACKGROUND INFORMATION <br /> Proposal: A Road Variance from Michael and Rachel Kruse, owners of parcel 832236 located at <br /> 3060 Pheasant Lane, Ellensburg, WA. The applicant is requesting a variance from the 2024 <br /> Kittitas County Road Standards Sections: <br /> ■ 12.04.04.050 Private Road — Road Certification Requirement <br /> ■ Table 12.04.04-1 Private Road Minimum Standards for Width <br /> The Applicant is requesting to waive the private road certification requirement on their single- <br /> family residence access permit. The existing private road does not meet the minimum width <br /> requirement. <br /> Site Information: Pheasant Lane is an 'Off system' gravel road, within County right-of-way. <br /> Originally established in 1885 as Thomas Canyon Road, and subsequently known as Thomas <br /> Road, Jordan Camp Road, and Pheasant Lane. Pheasant Lane is bordered by both private and <br /> State owned lands. <br /> Pheasant Lane extends north from its intersection with Reecer Creek Road.The subject parcel is <br /> located approximately 1.75 miles north of this junction and is accessed via an existing joint-use <br /> driveway off Pheasant Lane. The road width varies from 13 to 24 feet and includes a pullout at <br /> approximately 3,300 feet from the intersection. Two culvert crossings are present where Jones <br /> Creek intersects the roadway, along with periodic drainage ditches conveying water along the <br /> road. <br /> Proposed Mitigation: The Applicant propose no mitigation on their Road Variance Application. <br /> Permits: Parcel 832236 has active permits for access AC-25-00069 and building BP-25-00657 <br /> (residential). <br /> Location: Parcel 832236 is located at 3060 Pheasant Lane in Ellensburg, WA. It is located in <br /> Township 19N, Range 18E, Section 15. Parcels 4A and 4B of survey#465068. <br /> II.
