Core Services Report Presentation <br />Erin Moore presented the Core Services report presentation in a Jeopardy game. Questions about public <br />health core services and the program that provides those services. <br />Director/Administrative Officer Report: Preliminary 2026 Budget and Fees <br />Chelsey Loeffers, Director Public Health, stepped to the microphone and noted that the board had <br />received the December 2025 Department updates and highlighted a few items: <br />• Lianne Bradshaw, KCPHD Epidemiologist, is back and working on our regional partnership with <br />this position <br />• Successful annual flu clinic <br />• Processed 68 passports- probably more since the count was asked for <br />• The Sunset Clause for the 1/10 of 1 percent funding was rescinded <br />Ms. Loeffers took a moment to recognize Melissa Schumaier, Environmental Health Specialist III, who is <br />celebrating her 201h anniversary with the county. Her dedication, mentorship, and experience have been <br />appreciated throughout the years here in the department. Jesse Cox also presented his appreciation for <br />her years of service in the department. The Board of County Commissioners presented her with a <br />certificate and thanked her for her years of service at the county. <br />Ms. Loeffers followed up with the Kittitas County Public Health Department 2026 Final Budget Narrative <br />and reviewed her presentation that reviewed the following with the board: <br />• 2026 Department Wide Budget Overview <br />■ Department Structure <br />• 2026 Division Budgets <br />• 2026 Revenue Detail <br />• 2026 Expense Detail <br />Ms. Loeffers discussed Foundational Public Health Services Funding and potential reduction <br />over the next couple budget seasons. There are no specifics yet to know where those <br />reductions will take place. Ms. Loeffers will be active in conversations and will update the board <br />when more information becomes available. <br />Q23 Financial Report <br />Katie Odiaga reviewed the 3rd Quarter Financial Report: <br />• Jan- Sept 2025 Department fees <br />• Federal Funding <br />• State Funding <br />• Public Health Funding <br />• Interlocal Grants <br />• Misc. Revenue <br />2026 Topics of Interest Exercise <br />Erin Moore stepped to the podium and discussed the activity she had planned for the board members. <br />Mrs. Moore placed 2026 Public Health Topics on the wall. Board members were instructed to choose 5 <br />topics that they wanted public health to prioritize for the Board of Health Briefs. Mrs. Moore will email <br />absent members to get their input and then report the results at a later date. <br />Other Business <br />Annual Election for the Vice Chair of the Kittitas County Board of Health <br />Danielle Bertschi nominated herself for the Board of Health Vice Chair position. <br />12.03: Motion to approve Danielle Bertschi as the vice chair Board of Health for 2026 <br />Danielle Birtschi <br />moved to approve herself as the vice chair for the Board of Health. Dede Feddema second. All approved. <br />
