The report of the 2025 annual bridge inspection effort (Exhibit 1) includes <br />recommendations for bridge replacement and repair. PW staff have become certified with <br />Washington State Department of Transportation (WSDOT) to lead the County bridge <br />inspection effort. Reliance on consultants will continue to be needed for specialized <br />inspections such as underwater and non -redundant steel tension member (previously <br />fracture critical structure) inspections. One -hundred -sixty-three (163) County owned <br />structures were inspected in 2025 by county staff. This included two specialized <br />inspections of non -redundant steel tension members bridges with the support of <br />consultants. <br />Previous bridge inspections included a Sufficiency Rating, based on a scale of 0-100. <br />Beginning in 2026, the 2022 Specifications for the National Bridge Inventory (SNBI) <br />will determine the bridge data reported to the Federal Highway Administration. As a <br />result, the Overall Bridge Classification Rating, assigned as Good, Fair, or Poor, replaces <br />the previous rating scale. As of December 31, 2025, the County has 51 NBI bridges rated <br />as Good; 55 NBI bridges rated as Fair; and 7 NBI bridges rated as Poor. The non-NBIS <br />structures have also been assigned a rating based on the same classification. As of <br />December 31, 2025, the County has 55 non-NBI structures rated as Good; 88 non-NBI <br />structures rated as Fair; and 8 non-NBI structures rated as Poor. <br />Based on currently awarded funding, the six -year transportation plan includes the <br />replacement of Bridge No. 88273, Reecer Creek over Towne Ditch. Funding for this <br />project includes Rural Arterial Program (RAP) funds through CRAB. The plan also <br />includes the replacement of non-NBI bridge no. 88154-OB Hungry Junction Road over <br />the Cascade Canal. Short Span bridges are not eligible for Federal Funding, Local <br />funding or other sources are used as available. <br />FISCAL IMPACT: <br />None <br />ATTACHMENTS: <br />Exhibit 1: 2025 Annual Bridge Inspection Report <br />
