KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: February 23, 2026 <br />TOPIC: 2025 Annual Bridge Report <br />ACTION REQUESTED: Informational — No Board Action Required <br />LEAD STAFF: <br />Joshua Fredrickson <br />RECOMMENDATION: <br />Informational Briefing — no Board of County Commissioners (BoCC) action is required. <br />BRIEFING SUMMARY: <br />• Washington Administrative Code (WAC) 136-20-060 requires an annual bridge <br />inspection report <br />• Bridge inspections are performed on a regular cycle, typically every two years <br />• 2025 bridge inspections were performed by Public Works staff and consultants <br />• Bridge inspection program includes Cle Elum, Ellensburg and City of Kittitas <br />jurisdiction <br />BACKGROUND: <br />Bridge inspection efforts made by the County are reported to the County Road <br />Administration Board (CRAB) as identified in Washington Administrative Code (WAC) <br />136-20-060. In addition to the bridge inspection effort a bridge report is prepared for <br />County use which includes recommendations regarding replacement and repair. This <br />report is utilized during the preparation of the six -year transportation program. Reporting <br />to CRAB is due annually by the end of March. <br />DISCUSSION: <br />Kittitas County has jurisdiction of one -hundred -thirteen (113) bridges in the National <br />Bridge Inventory (NBI). Structures identified in the NBI are eligible for Federal Funding. <br />In addition to the county structures included in the NBI, there are one -hundred -fifty-one <br />(151) structures which do not meet the criteria to be in the NBI on the County road <br />network. Public Works inspect both NBI and non-NBI structures on a regular basis, <br />typically every two years. In addition to the inspections of County structures, Public <br />Works performs inspections for the Cities of Cle Elum, Ellensburg and Kittitas. <br />
