Transfer of <br />development rights are usually associated in a program <br />which involves sending and receiving zones. <br />Urban Growth Areas: Urban growth areas are those areas designated by the <br />County or an incorporated city and approved by the <br />County, in which urban growth is encourages. Urban <br />growth areas are suitable and desirable for urban densities <br />as determined by the sponsoring jurisdiction's ability to <br />provide urban services. <br />Utilities: Utilities mean the supply, treatment, and distribution, as <br />appropriate, of domestic water, sewage, stormwater, natural <br />gas, electricity, telephone, cable television, microwave <br />transmissions, and streets. Such utilities consist of both the <br />service activity along with the physical facilities necessary <br />for the utilities to be supplied.
