March 1, 2026 <br />Kittitas County Community Development Services <br />411 N Ruby ST, Suite 2 <br />Ellensburg WA 98926 <br />Re: Public Comment on the proposed Easton Sub Area Plan <br />I would like to thank Community Development Services for their assistance in forming this <br />proposed addition to the County's Comprehensive Plan. <br />After reviewing the Draft version of the Easton Sub Area Plan I offer the following comments. <br />Page 16 of the Draft includes Easton Table 1 Zoning Descriptions and Uses. The information <br />presented on the table is blatantly misleading. Descriptions and allowed used presented do not <br />include Rural LAMIRD allowed use information provided in Kittitas County Code 17.15.070 <br />Allowed Uses in Rural LAMIRD Lands and 17.15.071 Rural LAMIRD Table. The Descriptions and <br />Allowed uses appear to be taking from County Code Definitions and do not reflect actual <br />allowed uses and descriptions in the two LAMIRDS included in the Sub Area boundary. The <br />LAMIRDS are the areas where Light Industrial and General Commercial development would be <br />allowed. Kittitas County Code 17.15.070 and 17.15.071 include language which was put in place <br />to comply with the GMA's LAMIRD designation. If a Zoning Description Table is included in the <br />Sup Area Plan it must represent actual allowed uses and restrictions for the LAMIRDS. <br />2.4 Goals and Policies <br />EG 1.0 <br />EP 1.0 Vork with Propertv owners and the community t develop a revitalization plan <br />infrastructural which will support economic and residential growth. <br />EP 1.1 "a�,�« aw.11 as reg. use permit! Conditional Use review ensures that <br />a proposed use not usually permitted aligns with community standards and zoning. Impacts to <br />the community, neighbors and the environment must be evaluated and mitigations applied <br />when applicable. <br />EP1.5 — ...—e retaining Rural Character <br />Recommended Actions <br />EA1.1 Add language that will include property owners to this process. <br />
