LIMITATIONS <br /> The Subcommittee does not have authority to: <br /> • Make the final hiring decision.That authority rests with the BOCC who will select based on <br /> approval from the full COG. <br /> • Negotiate salary, benefits, relocation, or other employment terms with candidates.This <br /> responsibility belongs to the designated County administrative staff, based on the <br /> approved budget. <br /> • Modify the job description, required qualifications, or key characteristics without the <br /> express approval of the COG. <br /> • Commit County resources beyond those provided for the recruitment process. <br /> • Conduct background checks, reference checks,or pre-employment screenings (handled <br /> by HR). <br /> PROPOSED MEMBERSHIP <br /> The Recruitment Subcommittee will be made up of(10) members: (8)voting members and (2) non- <br /> voting staff.The membership shall be structured as follows: <br /> • (3) COG: <br /> o (1) upper county city/town: Cassidy Buechle-Curtis <br /> o (1) County: Brett Wachsmith <br /> o (1) lower county/city: Rich Hink <br /> • (1) Chamber of Commerce: Steve Townsend <br /> • (1) CWU: Rob Ogburn <br /> • (1) Downtown Associations:Johnny Graf <br /> • (1) Member at large with executive recruitment: Gina Peckman <br /> • (1) Economic Development Professional:TBA <br /> • (2) Lead Staff from the County*Non-voting* <br /> o Bryan Elliott <br /> o Jeanne Kilgore <br /> PROCEDURES:The subcommittee shall elect a Chair and Vice Chair at the first meeting.All <br /> decisions of the committee will be made by simple majority vote.A minimum of five (5)voting <br /> Subcommittee members must be present to constitute a meeting quorum. <br /> CONFLICTS OF INTEREST: Committee members must disclose any potential or perceived conflict <br /> of interest related to prospective applicants, including the applicant being an immediate family <br /> member. For the purpose of this disclosure, immediate family member means the spouse/partner, <br /> parents, siblings, children, or dependent relatives of the committee member, regardless of their <br /> residence. <br />
