LIMITATIONS The Subcommittee does not have authority to: • Make the final hiring decision.That authority rests with the BOCC who will select based on approval from the full COG. • Negotiate salary, benefits, relocation, or other employment terms with candidates.This responsibility belongs to the designated County administrative staff, based on the approved budget. • Modify the job description, required qualifications, or key characteristics without the express approval of the COG. • Commit County resources beyond those provided for the recruitment process. • Conduct background checks, reference checks,or pre-employment screenings (handled by HR). PROPOSED MEMBERSHIP The Recruitment Subcommittee will be made up of(10) members: (8)voting members and (2) non- voting staff.The membership shall be structured as follows: • (3) COG: o (1) upper county city/town: Cassidy Buechle-Curtis o (1) County: Brett Wachsmith o (1) lower county/city: Rich Hink • (1) Chamber of Commerce: Steve Townsend • (1) CWU: Rob Ogburn • (1) Downtown Associations:Johnny Graf • (1) Member at large with executive recruitment: Gina Peckman • (1) Economic Development Professional:TBA • (2) Lead Staff from the County*Non-voting* o Bryan Elliott o Jeanne Kilgore PROCEDURES:The subcommittee shall elect a Chair and Vice Chair at the first meeting.All decisions of the committee will be made by simple majority vote.A minimum of five (5)voting Subcommittee members must be present to constitute a meeting quorum. CONFLICTS OF INTEREST: Committee members must disclose any potential or perceived conflict of interest related to prospective applicants, including the applicant being an immediate family member. For the purpose of this disclosure, immediate family member means the spouse/partner, parents, siblings, children, or dependent relatives of the committee member, regardless of their residence.
