access, as required by the County, to ensure it does not function as an active access <br />point. <br />The gate will serve solely for emergency access and to allow the Washington <br />Department of Fish and Wildlife access to the applicant's property, if needed. This <br />approach results in a single primary access point, consistent with County policies <br />that encourage driveway consolidation and the reduction of roadway conflict <br />points. <br />The proposed relocation does not increase traffic volume, alter roadway <br />classification, or create adverse impacts on adjacent properties. Instead, it improves <br />roadway safety and preserves the functional integrity of the County roadway <br />system. <br />A comprehensive archaeological survey of the entire 137-acre project area was <br />completed in September 2024 by qualified professional archaeologists and <br />submitted to the Washington State Department of Archaeology and Historic <br />Preservation (DAHP Case No. 2024-08-05595). The survey identified a single <br />precontact stacked rock site (45KT4795) and recommended avoidance and <br />protection measures, while allowing the remainder of the property to proceed <br />under an Inadvertent Discovery Protocol. <br />In keeping with the report's findings and recommendations, the applicant proposes <br />an alternative entrance that does not cross or affect sensitive areas. This approach <br />fully avoids disturbance to documented cultural resources and eliminates the need <br />for ongoing access controls or management measures on adjacent lands. <br />The proposed access represents the least -impact solution and reflects the <br />applicant's continued good -faith effort to comply with SEPA requirements, protect <br />cultural resources, and work collaboratively with all involved agencies. <br />Executive Summary <br />The applicant is proactively proposing an access relocation that exceeds required <br />sight distance standards, complies with spacing and drainage requirements, <br />eliminates cross -agency access complications, protects identified cultural <br />resources, and consolidates driveway access to a single compliant location. The <br />proposal improves public safety and long-term infrastructure reliability without <br />increasing traffic impacts. <br />5.
