Ultimately, the combination of changing Doors from 14 gauge to 12 gauge and changing the <br />hardware from Grade 2 to Detention grade, it forced us to abandon our original path and hire a <br />specialized contractor to supply and install the Hollow metal frames, do ors and hardware. <br />3. Timeline of Clarification Requests <br />The following timeline illustrates the administrative delays and conflicting information <br />regarding the hardware requirements that prevented timely procurement: <br />•8/26/2025: Cody sent an updated door hardware schedule, but no information as to <br />which doors the hardware was associated with. <br />•8/26/2025: Scott sent a follow-up email asking which hardware sets doors 019a, 019b, <br />and 109 received; no response was received. <br />•9/3/2025: An updated hardware schedule was issued by Knit; however, Cody stated <br />there were discrepancies with the hardware listed and not to go off this information. <br />This schedule differed from the one submitted to RFI 0044. <br />•9/17/2025: Knit confirmed that doors 019a, 019b, and 109 could be 14-gauge steel; <br />however pointing to the specified standards, hardware had still not been confirmed. <br />•11/17/2025: The series 857 submittal for doors 019a, 019b, and 109 was approved as <br />noted regarding stop size in shop drawings. The hardware remained unconfirmed. <br />•11/19/2025: The door hardware was finally confirmed in RFI 0044. <br />•12/8/2025: Anderson Architectural informed Belsaas and Smith team that Assa Abloy <br />could/would not prep the doors and frames for detention grade hardware specified. <br />Assa Abloy suppliers were two of the three suggested resources listed in the project <br />specifications. <br />4. Exhaustive Supplier Outreach To ensure the County received the most competitive pricing, <br />Belsaas and Smith solicited quotes from at least 10 different detention hardware suppliers. Of <br />those ten, nine were unable/unwilling to provide a quote due to the proprietary nature of the <br />hardware and the strict certification requirements for installers. <br />•Market Reality: The single responsive quote we received reflects a "sole-source" market <br />condition, which has resulted in costs significantly higher than any reasonable estimate <br />based on the original bid documents. <br />5. Certified Labor Requirements Unlike standard security doors and hardware, the specified <br />doors require: <br />•Factory-Level Prep: The doors require specialized machining that standard <br />subcontractors are not certified to perform. <br />•Certified Installation: To maintain the facility’s liability coverage and equipment <br />warranties, the hardware must be installed by a factory-trained technician. <br />Docusign Envelope ID: 5762FAD2-D9D7-475C-BD85-EC6F1FA775E1
