BOX 926 / 103 EAST 4TH AVE, SUITE 209 <br />ELLENSBURG, WA 98926 <br />O: 509-925-9747 C: 619-278-8554 <br /> scottc@belsmith.com <br />February 3, 2026 <br />Re: Detention Doors and Hardware <br />I submit this letter as a formal request for an appropriate adjustment to the contract price for <br />the procurement and installation of detention-grade doors. <br />The construction documents provided during the bidding phase did not include specifications or <br />hardware schedules for detention-grade equipment. Months after contract execution, the <br />County and Knit provided a hardware set that required highly specialized, manufacturer- <br />certified installers for procurement, door preparation, and installation. <br />Our request for additional compensation is based on the following factors that were unknown <br />and unknowable at the time of the bid: <br />1. Lack of Specification in Bid Documents The bid-set drawings and specifications were silent <br />on the requirement for detention-grade hardware. As a result, Belsaas and Smith reasonably <br />budgeted for high-security grade 1 commercial hardware. The subsequent introduction of <br />detention-grade requirements represents a material change in scope under Article 7 Changes in <br />the Work clause of our contract. Although Kittitas County has purchased the door hardware, <br />Belsaas and Smith has not been able to purchase the specified doors. <br />2. Hollow Metal Doors and Frames- The specifications 08 1113 Section 2.01 calls out 3 different <br />manufacturers. At bid time, Belsaas and Smith reached out to each of these qualifying <br />manufactures or representatives and made them aware of the project bidding which resulted in <br />no quotes received. We received one quote at bid time from Anderson Architectural for <br />upgraded gauge metal doors and frames that were believed to meet the 14 Gauge <br />requirements as set forth in spec section 2.03A(1d). In the bid, they did recognize an issue and <br />upgrade their hardware from the Specified Grade 2 to Grade 1 to furthermore cover potential <br />future issues. During the submittal process, our submittal showing 14 gauge doors were now <br />required to be 12 gauge doors.
