J-U-B Agreement for Professional Services <br />Attachment 1A – Detailed Scope of Work Page 1A-4 <br /> Prepare the Engineer’s Design Report in conformance with FAA guidelines. The report shall include <br />a Summary of the Project and its specific design issues, Project Schedule, reference to the <br />Construction Safety and Phasing Plan, and Construction Cost Estima te. <br /> Conduct in-house quality control/quality assurance review of preliminary design documents. <br /> Prepare and submit preliminary design draft submittal (design report, plans, specifications and cost <br />estimate) for FAA (electronic submittal) and Client Review (1 hard copy and electronic submittal). <br />Conduct a zoom meeting with FAA and CLIENT to review preliminary design package. <br /> Prepare final Engineer’s Design Report based on Peer, CLIENT, and FAA Reviews. <br /> Finalize Bidding and Construction Contract Documents and Technical Specifications based on <br />Peer, CLIENT, and FAA Reviews. <br /> Finalize Design Plans based on Peer, CLIENT, and FAA Reviews. <br /> Address FAA comments from Draft CSPP submittal, make final revisions, and prepare and submit <br />Final Construction Safety and Phasing Plan and narrative in accordance with the most current <br />Advisory Circular and prepare the checklist. Upload the CSPP and temporary construction points <br />to OEAAA for airspace review. <br /> Complete final quantity calculations and prepare Final Engineer’s Opinion of Probable Construction <br />Cost Estimate. <br /> Prepare and submit finals plans, specifications, cost estimate, and final Construction Safety and <br />Phasing Plan for FAA (electronic submittal) and Client (1 hard copy and electronic submittal) review <br />and approval. <br /> Construction will impact the airport users and transient aircraft during the construction period. A <br />flyer will be prepared for the County to send to the airport users to provide advanced notification. <br /> Provide Project Management during this phase (approximately 12 -month duration) including <br />CLIENT, FAA, State Division of Aeronautics, and J-U-B team communication and coordination; <br />monthly invoicing; project planning; regular monitoring of project status, budget, and schedule; on- <br />going document handling and filing. <br /> Prepare and submit four (4) FAA Quarterly Performance Reports and one (1) Fiscal Year End <br />Financial FAA 271 and 425 forms during this phase of the project. <br /> Attend two (2) status update meetings with the Airport manager by teleconference and one (1) with <br />the County Commissioners or Airport Advisory Council during a regularly scheduled meetings in <br />order to keep management and County abreast of the progress of the project. Discussions will <br />include project scope, budget and schedule updates. <br /> Assist CLIENT in preparation and processing Request for Reimbursement (RFR) by submitting <br />data as required. It is anticipated that J -U-B will prepare and process twelve (12) sets of RFR <br />‘packages’ on behalf of the CLIENT for this phase of the project. J -U-B will provide documentation <br />of costs for CLIENT review including invoices and reimbursing spreadsheets. J -U-B will complete <br />the RFR using the Delphi System upon receiving authorization from CLIENT. <br /> Task 030: Bidding <br /> Administer the public bid advertisement process including preparation of advertisement for CLIENT <br />submittal to publication. Prepare and post electronic documents for distribution via Quest CDN. <br />Bid schedule will be in accordance with the schedule determined in the predesign meeting. <br /> Provide Pre-Bid Conference coordination to familiarize bidders and interested parties with the <br />construction project scope and requirements. Prepare a detailed agenda and displays, prepare <br />and issue conference minutes. It is anticipated that J-U-B will conduct this meeting at the Airport. <br /> Prepare Bid Addendums. Addenda are normally required in response to Contractor questions <br />and/or design changes initiated by the CLIENT and/or the FAA. Engineering estimate includes <br />costs for the preparation of two Addendums.
