J-U-B Agreement for Professional Services <br />Attachment 1A – Detailed Scope of Work Page 5 <br /> Address subsurface drainage requirements for the runway and determine appropriate methods for <br />compliance with the FAA Northwest Mountain Region policy on subsurface pavement drainage and <br />edge underdrains. Location of underdrain outlets will be a significant portion of this study. <br /> Perform analysis of existing Runway and Taxiway Shoulders, Safety Area and Object Free Area <br />grading adjacent to project area to determine proposed taxilane compliance with current FAA AC <br />150/5300-13B requirements. <br /> Determine the operational and phasing effects of closing portions of adjacent apron pavement <br />areas. Closing the runway will impact the airport users, FBO’s and transient aircraft during the <br />construction period. Study the effects of the various alternatives including night construction, <br />temporary displaced thresholds, using parallel taxiway as temporary runway, or phased <br />construction. Complete a cost analysis on all alternatives to present to CLIENT. Two meetings at <br />the Airport will be needed to present preliminary alternatives and phasing plan to the CLIENT and <br />stakeholders. <br /> Prepare and submit a State Environmental Policy Act (SEPA) Environmental Checklist in <br />accordance with Title 15 of Kittitas County Code. Environmental work beyond that described will <br />be considered additional work and may require a contract modification. <br /> Assemble base data and base maps for the project work area from the design survey , previous <br />projects undertaken, and available aerial data. <br /> Prepare preliminary Design Plans (60% complete) for review and discussion with the CLIENT and <br />FAA. Resubmit to CLIENT and FAA at 90% complete. It is anticipated that the project design will <br />require sixteen (16) plan sheets including: <br />Sheet 1 – Cover <br />Sheet 2 – Construction Layout Plan <br />Sheet 3 – Operation & Safety Plan - Phase 1 <br />Sheet 4 – Operation & Safety Plan - Phase 2 <br />Sheet 5 – Demolition/Modification Plan <br />Sheet 6 – Grading & Drainage Plan - Sheet 1 <br />Sheet 7 – Grading & Drainage Plan – Sheet 2 <br />Sheet 8 – Plan & Profile Taxilane – Sheet 1 <br />Sheet 9 – Plan & Profile Taxilane – Sheet 2 <br />Sheet 10 – Pavement Marking Plan <br />Sheet 11 – Perimeter Fencing Plan <br />Sheet 12 – Pavement Marking Details <br />Sheet 13 – Fencing Details <br />Sheet 14 – Typical Sections <br />Sheet 15 – Civil Details <br />Sheet 16 - Civil Details <br /> Prepare preliminary Bidding and Construction Contract Documents and Technical Specifications <br />(60% and 90% complete intervals) based on latest version of FAA AC 150/5370-10 “Standards for <br />Specifying Construction on Airports” includi ng the current Regional Notice published by the FAA <br />Airports Districts Office. <br /> Prepare a preliminary Engineer’s Opinion of Probable Construction Cost Estimate based on <br />construction cost estimates, phasing into workable portions for constructability, budget, and <br />construction schedule and advise the CLIENT as to budget status. <br /> Prepare a preliminary Construction Safety and Phasing Plan according to AC 150/5370-2G for <br />evaluation by the CLIENT, Airport, FBO, airport users and agencies. An electronic copy will be <br />submitted to the FAA Airport District Office for coordination, review, and approval with other FAA <br />lines of business using the airspace process. <br /> Prepare the preliminary Engineer’s Design Report in conformance with FAA guidelines.
