This award is based on <br />the County's CDBG General Purpose Grant application for improvements to the Kittitas County <br />Water District #6, wastewater treatment facility in Vantage. <br />This letter allows you to begin incurring costs not to exceed ten percent of your award as of June 13, <br />2011, for only the following activities: <br />• Administrative costs including staffing, travel and training <br />• Review of environmental laws and authorities, including Section 106 of the National Historic <br />Preservation Act of 1996 <br />• Preliminary engineering feasibility studies needed for the environmental assessment <br />• Subrecipient agreements or professional service contracts for any of the above activities <br />CDBG-specific compliance with National Environmental Policy Act (NEPA) must be completed <br />before any construction or property acquisition activity can occur. These procedures are described <br />in the updated 2011 CDBG Management Handbook, Section 6, which is available electronically at <br />www.commerce.wa.gov/cdbg and will be distributed at the CDBG Management Handbook <br />workshops. <br />Eligible costs will be reimbursed by Commerce after a grant contract between Kittitas County and <br />Commerce has been formally executed and the environmental review is complete (see enclosure'for <br />further explanation). All costs to be reimbursed must comply with applicable state and federal <br />requirements. <br />-4w. Ca <br />
