would be fragmented, reducing effectiveness and limiting the county's ability to respond <br />proactively to workforce and business needs. <br />This investment ensures continuity, accountability, and measurable outcomes while maximizing <br />the impact of countywide economic development efforts. <br />3. Will your organization be capable of supporting this position in the future without support <br />from this fund? Please describe your plan and include target dates for implementation and <br />completion. If no plan is currently in place and/or no plans are being made, please explain <br />why. <br />The Chamber's long-term goal is to sustain this position through a diversified funding model that <br />blends public investment, earned revenue, partnerships, and project -based support. Because the <br />work performed by this position is countywide in scope and aligned with public economic <br />development priorities, ongoing public investment remains an appropriate and necessary <br />component of its sustainability. <br />In the near term (2026), this fund will continue to support the core coordination and <br />implementation functions of the position while the Chamber advances complementary funding <br />strategies. These include aligning workforce -focused programming with earned revenue <br />opportunities, expanding employer -sponsored and partner -supported initiatives, and integrating <br />consultant -supported capacity into longer -term operational planning. <br />During 2026-2027, the Chamber will evaluate outcomes, refine the scope of work based on <br />demonstrated impact, and pursue additional partnership and funding opportunities tied to <br />workforce development and business sustainability. This phased approach ensures continuity of <br />service while avoiding disruption to employer engagement and countywide coordination efforts. <br />Currently, a fully independent funding model is not yet in place. This reflects the reality that <br />countywide workforce coordination and economic development implementation provide broad <br />public benefit that is not easily sustained through private or earned revenue alone, particularly in a <br />frontier rural county. Continued support from this fund allows the Chamber to maintain consistent <br />capacity, demonstrate results, and build toward a more diversified funding structure overtime. <br />4. Will this position serve the needs and/or interest of multiple jurisdictions and/or <br />organizations? Please explain in detail. <br />Yes. This position is specifically designed to serve the needs and interests of multiple jurisdictions <br />and organizations across Kittitas County. <br />The role functions at a countywide level, engaging employers, municipalities, education partners, <br />workforce organizations, and economic development entities throughout incorporated and <br />unincorporated areas. Rather than focusing on a single city or program, the position provides <br />consistent employer engagement and coordination across Ellensburg, Cle Elum, Roslyn, Kittitas, <br />South Cle Elum, and the broader county. <br />
