KITTITAS COUNTY <br /> BOARD OF COUNTY COMMISSIONERS <br /> STAFF REPORT FOR <br /> STUDY SESSION <br /> HUMAN RESOURCES <br /> STUDY SESSION DATE: 1/13/2026 <br /> TOPIC: Request to Approve Resolution in the Matter of Revising the 2026 Salary <br /> Matrix for Non-Union County Employees <br /> ACTION REQUESTED: Approval <br /> LEAD STAFF: Jeanne Killgore <br /> RECOMMENDATION: Approve resolution to revise the 2026 non-union salary matrix. <br /> BRIEFING SUMMARY: <br /> • On 10/14/2025,the Board passed Resolution 2025-190 to increase the non-union <br /> salary matrix by 3% effective 1/01/2026. <br /> • The County's updated payroll system (Cayenta) increased the 2025 wage scales <br /> by 3% using a slightly different calculation than the formulas built into the salary <br /> matrix spreadsheet, yielding slightly different wage figures for 2026. <br /> • HR and Finance would like to utilize the calculation methodology contained in <br /> Cayenta to automate the wage change process, reducing human error and saving <br /> staff time. <br /> BACKGROUND: The non-union salary matrix was adopted in 2024 and is a large <br /> spreadsheet containing pay grades and wage scales for positions at the County. The <br /> process for applying COLA was to increase the pay grade 1, step I wage by COLA (in <br /> this case 3%).
