HOMELESSNESS AND AFFORDABLE HOUSING COMMIfiEE <br />BYLAWS <br />The Kittitas County Homelessness and Affordable Housing Committee hereby adopts the <br />following rules for the transaction of its business. These bylaws are adopted pursuant to <br />the need to conduct requests for proposals and review of proposals for funding by Kittitas <br />County to accomplish the goals and outcomes identified in the adopted Kittitas County <br />Homelessness and Affordable Housing Plan. <br />PURPOSE OF COMMITTEE <br />The initial function of the Kittitas County Homelessness and Affordable Housing <br />Committee was to update and provide recommendations related to the Kittitas County 5- <br />Year Plan to Reduce Homelessness. Thereafter, the Kittitas County Homelessness and <br />Affordable Housing Committee shall make recommendations to the Board of County <br />Commissioners (BOCC) for the expenditure of the Document and Recording Surcharge <br />(RCW 36.22.25}1fund and the Affordable and Supportive Housing Sales and Use Tax Credit <br />(RCW 82.1,4.5401. Expenditure of these funds shall be consistent with the legislation <br />establishing the funds and further which comprehensively addresses homelessness and <br />affordable housing needs of the county. <br />Duties <br />The committee shall collaborate with the Kittitas County Public Health Department <br />and the BOCC to: <br />A. Develop the goals, objectives, and metrics for the use of funds generated by <br />the Homelessness and Affordable Housingtax. <br />B. Establish spending priorities in alignment with community homelessness <br />and affordable housing needs that follow the requirements of the RCW. <br />C. Develop a Request for Proposal (RFP) document and proposal review process. <br />D. Solicit and collect proposals. <br />E. Review proposals and provide recommendations to the BOCC on applications <br />for funding. <br />F. Serve as a review committee on the effectiveness of grant funding. <br />G. Annually review the purpose and duties, the funding priority areas, and <br />the operations and functions of the committee. <br />Members are required to comply with the Kittitas County Boards, Committees, and <br />Commissions Handbook
