KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS PUBLIC WORKS—BOARD OF COUNTY COMMISSIONERS STUDY SESSION STAFF REPORT STUDY SESSION DATE: February 9, 2026 TOPIC: Road Improvement District ACTION REQUESTED: Information only LEAD STAFF: Josh Fredrickson RECOMMENDATION: Informational briefing—no action required by the Board BRIEFING SUMMARY: • Addition of roads to the County Road system are identified in Kittitas County Code 12.01 • To be brought on-system, the Road is to be constructed to County standard • Options to fund road improvements include directly on the development or through a Road Improvement District(RID) • RID statutes (RCW 36.88)provide for improvements paid for by an assessment on the lots, tracts or parcels specially benefited by the improvement • Residents of Timber Mountain Loop have met with Public Works regarding the condition of South Cle Elum Ridge Road, a private road BACKGROUND: Roadways within the County which have been adopted by the Board of County Commissioners and dedicated for use by the public are maintained as on-system roadways. Kittitas County Code identifies to bring a road on-system requires the road to current standard (KCC 12.01.100). Public Works was contacted by residents of South Cle Elum Ridge Road inquiring about the road condition and the process to bring the road onto the County Road system. Currently South Cle Elum Ridge Road is under Forest Service jurisdiction and is identified as FS3350 Road. The current condition of South Cle Elum Ridge Road does not meet County Road standard for a County Road and would require reconstruction. Funding for road reconstruction would be the responsibility of the property owners. Another option is to create a Road Improvement District (RID). RCW 36.88 authorizes establishment of RID for improvement of County roads or private roads which will become county maintained.
