BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br />RESOLUTION NO.2026- <br />A RESOLUTION AUTHORIZING CHAIR SIGNATURE TO EXECUTE AN <br />INTERLOCAL AGREEMENT BETWEEN KITTITAS COUNTY AND THE <br />CONFEDERATED TRIBES AND BANDS OF THE YAKAMA NATION FOR <br />SPRINGWOOD RANCH STEWARDSHIP VIA WASHINGTON DEPARTMENT OF <br />ECOLOGY GRANT AGREEMENT <br />WHEREAS, the Interlocal Cooperation Act, as amended, and codified in Chapter 39.34 of the <br />Revised Code of Washington ("RCW"), provides for public agencies to enter <br />into agreements for joint or cooperative action authorized under that chapter; <br />and <br />WHEREAS, in 20231 the Washington State Legislature appropriated fiends in the 2023-2025 <br />Budget Proviso for the acquisition of Springwood Ranch for public purposes <br />pursuant to Section 3073 of Engrossed Substitute Senate Bill 5200 (the <br />"Springwood Ranch Legislation"); and <br />WHEREAS, pursuant to the Springwood Ranch Legislation, on October 31". 2024 the Trust <br />for Public Lands conveyed portions of Springwood Ranch to Kittitas County, <br />The Kittitas Reclamation District (KRD), the Confederated Bands and Tribes of <br />the Yakama Nation (Yakama Nation), and Washington State acting by and <br />through Department of Fish and Wildlife (WDFW) (collectively "Owners"), and <br />WHEREAS, Kittitas County entered into Grant Agreement no. WRYBIP-2325-KiCPWD- <br />00072 with the Washington State Department of Ecology for Springwood Ranch <br />stewardship and planning activities; and <br />WHEREAS, stewardship and planning funding will be used to maintain core land <br />management functions during an interim management period and provide key <br />services to enable the Owners to transition the ranch to meet long-term <br />management goals; and <br />WHEREAS, the Owners will work together to :implement the scope of work authorized and <br />funded by the grant agreement; and <br />WHEREAS, the Interlocal agreement between Kittitas County and Yakama Nation is <br />attached hereto and incorporated by reference. <br />NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the <br />best interest of the public, does hereby authorize Chair signature on an Interlocal Agreement <br />between Kittitas County and the Department of Fish and Wildlife. <br />DATED this 20th day of January, 2026, at Ellensburg, Washington. <br />
