KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA DATE: <br />ACTION REQUESTED: <br />AGENDA STAFF REPORT <br />January 20, 2026 <br />Move to Authorize Chair Signature to Execute an <br />Interlocal Agreement Between Kittitas County and <br />the Confederated Tribes and Bands of the Yakama <br />Nation via Washington Department of Ecology <br />Grant Agreement. <br />BACKGROUND: A portion of Springwood Ranch was transferred to <br />Kittitas County on October 31, 2024. Additional <br />portions were transferred to the Yakama Nation, the <br />Washington Department of Fish and Wildlife, and <br />the Kittitas Reclamation District. The Department <br />of Ecology provided Yakima Basin Integrated Plan <br />grant funding to help offset interim operational <br />costs incurred by Kittitas County and the other <br />Springwood Ranch landowners. The grant <br />agreement is between Kittitas County and the <br />Department of Ecology. Implementing the grant <br />agreement requires interlocal agreements with those <br />landowners. The Yakama Nation is ready to <br />proceed with the Interlocal Agreement. <br />INTERACTION: <br />Public Works <br />RECOMMENDATION: Authorize Chair Signature to Execute an Interlocal <br />Agreement Between Kittitas County and the <br />Confederated Tribes and Bands of the Yakama <br />Nation via Washington Department of Ecology <br />Grant Agreement. <br />HANDLING: Return one original to Public Works <br />ATTACHMENTS: Resolution; Interlocal Agreement <br />LEAD STAFF: Arden Thomas, Water Resources Manager <br />
