The Railroad Street project area is in close proximity to the BNSF railroad line. Coordination will <br />be necessary to ensure the project does not encroach onto BNSF property. ln order to mitigate <br />this risk, the City plans to map the existing right-of-way and clearly define the BNSF property <br />limits in the design of the project. With respect to budget, a 70% contingency was included in <br />the estimate for any unforeseen obstacles and inflation considerations. <br />Vl. Measurements & Reporting: Describe the metrics and methods you will use to evaluate the <br />project's economic impact post-completion. <br />A method to evaluate the project's economic impact is to keep track of how many new <br />businesses open after the Railroad Street truck route project is completed. GroMh can also be <br />quantified by how many new business licenses are applied for. Another method is tracking the <br />sales tax revenues before and after the project is completed, as new business will generate <br />more sales tax revenue. The City of Cle Elum has implemented paid parking along the First <br />Street downtown corridor to generate revenue for maintenance. Tracking the increase in <br />downtown parking revenue after the project is complete will also demonstrate the economic <br />impact of the project. Qualitatively, the City will assess the condition of the First Street <br />streetscape improvements after the truck route is open and operable to evaluate if conditions <br />are improved with truck traffic utilizing the Railroad Street corridor.
