D o'Mnimrrm" classification shall apply to those inmates who present <br />a low risk to staffand the commrurity. <br />ii) 'Medium" classification shall apply to those inmates who present <br />a moderate risk to staff and the community. <br />iii) "Maximum" classifi.cation shall apply to those innates <br />who present a substantial risk to staff andthe community. <br />C. Walla Walla Prisoner (or may also be referred to as offender in this Agreement) <br />means aperson anested by alaw Enforcement Officer of Walla Walla County or <br />another law enforcement agency located within Waila Walla County, either on behalf <br />of Walla Walla County or on behalf of munioipalities within Walla Walia County and <br />booked into the Kittitas County Jail (KCI) at any time and foi any reason, including <br />after sentencing. It is anticipated that prisoners confined at KCJ will be those <br />sentenced to terms of incarceration in jait forperiods of tbree hundred sixty-five days <br />(365) or less, but may also be, as deemed appropriate, be prisoners not yet convisted <br />under the same tetms and conditions as those serving sentences. Transportation of all <br />prisoners confined at KCJ pursuant to this ILA shall be the responsibility of Walla <br />WallaCounty, including all costs. <br />D. Access of legal counsel to such prisoners shall be pursuant to the policies and <br />schedule of KCJ, and no cost of such counsel shall be the responsibility ofthe KCJ. <br />Kittitas County is in the process of implementing video conferencing for coud <br />pmceedings and attonrey access, and upon irnplementation thereof, Walla Walla <br />County will be altowed to make use of this technolory and process at its own <br />expense. <br />E. Any bond to be posted for Walla Walla County Prisoners shall be posted in <br />accordance with the orders of the court setting the pre-trial conditions, and all such <br />prisoners shallbe hansportedto WallaWallaCounty by and atthe expense of Walla <br />Walla County, excep that KCJ anrl Walla Wall.a County may come to agreement for <br />altemative transport options, paid for by Watla Walla County, including but not <br />limited to the purchase of a bus ticket from Elleusburg to Walla Walla, the cost of <br />which would be reimbursed to KCJ. <br />V. Criteria for Determining Prisoner Status <br />For the pruposes of this agreement: <br />A. Walia Watla Prisoners being booked into the Kittitas County Jail shall remain the <br />responsibility of the Walla Walla County Transport Offi.cers and strall not be deemed <br />an inmate of that facility until the Walla Walla County Prisoner is accepted by KCJ <br />Corrections staff at the time of booking.
