Religious Institutions - Commissioner Deneen suggested that the <br /> uses be changed from Conditional Use (CU) to either Permitted <br /> (P) or Permitted Administrative (PA) and add to PUD. He has seen <br /> people try to start a small church and they couldn' t because of <br /> the CU permit process . <br /> Schools, Public or Private - Staff is proposing to add a <br /> Permitted (P) use or Permitted Administrative (PA) to Master <br /> Planned, General Commercial and PUD. Commissioner Deneen <br /> suggested to change to Permitted (P) use for all of the land use <br /> designations . He stated we need to provide options for people <br /> instead of just public schools and supports promoting smaller <br /> and different types of schools . CDS Director Chad Bala stated <br /> staff will look into updating the footnote . <br /> Interpretive Center - Staff is proposing to add Administrative <br /> Conditional Use (AC) to Master Planned and PUD zones . <br /> Commissioner Deneen suggested adding AC to General Commercial <br /> zone also to keep it consistent with the other changes . <br /> Bank - Commissioner Deneen asked why it is Conditional Use (CU) <br /> under the General Commercial zone . He stated, if the zone is <br /> already designated as commercial and should be allowed to have <br /> anything retail or commercial Permitted Administrative (PA) . CDS <br /> Director Chad Bala stated the impacts of commercial types of <br /> businesses have impacts and we need to address those impacts <br /> through the permitting process . The Conditional Use process also <br /> gives neighboring landowners the chance to have a voice . <br /> Bed and Breakfast - Staff is proposing to add Permitted (P) use <br /> to Master Planned and PUD zones . Commissioner Deneen suggested <br /> adding Permitted (P) use in the General Commercial zone because <br /> he believes they have had bed and breakfasts in the 22 acres at <br /> the pass . <br /> Day Care Facilities - Staff is proposing to add Administrative <br /> Conditional (AC) Use to Ag5, Rural5, Ag20, Forest & Range, Rural <br /> Recreation and PUD and to add Permitted (P) use to Master <br /> Planned and General Commercial zones . The Planning Commissioners <br /> had additional no comments . <br /> Clinic - Commissioner Jackson asked why clinics is not permitted <br /> and suggested staff put something in the appropriate zone .
