KITTITAS COUNTY <br /> PLANNING COMMISSION MEETING MINUTES <br /> Courthouse RM 201 , ELLENSBURG <br /> Special Public Meeting <br /> TUESDAY 6 : 00 PM October 28 , 2025 <br /> Board members present: Bruce Coe, Joseph Pearson, Judith <br /> Jackson, Warren Taylor, Scott Carlson, and Pat Deneen. <br /> Absent: Bill Hinkle <br /> Others : Jeremy Johnston, Jamey Ayling, Chad Bala, Bradley <br /> Gasawski, Zach Torrance-Smith, Jessica Miller and <br /> three (3) members of the public. <br /> The meeting was called to order at 6 : 00 P.M. <br /> CALL TO ORDER - Roll Call <br /> CITIZEN COMMENTS (1 min. time limit) <br /> There were no citizen comments . <br /> APPROVAL OF MINUTES <br /> COMMISSIONER PEARSON moved to approve the minutes from the <br /> October 14, 2025 meeting as presented. COMMISSIONER CARLSON <br /> seconded. Discussion - none . Motion passed. <br /> NEW BUSINESS <br /> REVIEW OF PROPOSED USE ALLOWANCE REVISIONS IN THE RURAL-NON- <br /> LAMIRD DESIGNATION <br /> LONG RANGE PLANNER JEREMY JOHNSON introduced the item and <br /> provided presentation. Staff will be focusing on the proposed <br /> changes to land use designations in specific zones . Any use <br /> change that is proposed tonight should be consistent with the <br /> purpose and intent statement within the zone in order to be <br /> consistent with the Growth Management Act . <br /> Agricultural enhanced uses - Staff is proposing to add the <br /> permitted use to Ag5, Rural 5, Master Planned and PUD land <br /> designations . Master Plan Zones specifically go through a <br /> rigorous review. They often require an environmental impact <br /> statement, which is very heavy environmental review and they <br /> also require a development agreement where all of the potential <br /> traffic is sorted out and all the proposed uses are known ahead <br /> of time .
