The City has secured a STBG grant for the First Street and Oakes Avenue Resurfacing project.
The funding received from the STBG grant is $714,414 out of the $825,912 needed for this
project.
2. Operations & Maintenance: Outline the plan for ongoing maintenance and operational
funding to ensure the infrastructure's long-term sustainability.
Since First Street and Oakes Avenue are a part of State Route 903, WSDOT will maintain the
roadway section. Ongoing maintenance will include routine crack sealing and chip sealing when
necessary. Each year WSDOT implements a maintenance budget to upkeep their existing
facilities. Routine crack sealing will extend the longevity of the newly resurfaced roadway.
IV. Project Timeline: Submit a comprehensive timeline detailing the project's current status and
key milestones, from initiation through completion.
Funds are currently being obligated for preliminary design work. Once funds have been
obligated, preliminary design work is anticipated to begin July 2025. Construction is anticipated
to begin April 2026.
City Contract Execution
07/22/2025
30% Submittal
08/22/2025
60% Submittal
10/07/2025
90% Submittal
11/19/2025
Design Documentation Approval
11/19/2025
Final Submittal
01/06/2026
Advertise for Bids
02/05/2026
Bid Opening
02/26/2026
Project Award
03/10/2026
Begin Construction
04/13/2026
End Construction
06/22/2026
V. Feasibility and Risk Management
1. Feasibility: Assess the project's feasibility, including any completed studies, readiness to
begin, and likelihood of completion within the proposed timeline.
The City has already begun obligating funds for the preliminary design phase. Once funds are
obligated, design work can begin. Some of the survey has been completed with the First Street
Downtown Revitalization project which will accelerate the design process. There are no
anticipated obstacles such as right-of-way acquisition or environmental documentation. The City
will be ready to obligate construction funds by spring 2026, following concurrence by WSDOT, as
required due to state route jurisdiction.
