open in the completely revitalized area. Tourists will spend more time in the area as the newly
built walking paths will lead to more foot traffic and a newly resurfaced road will greatly
improve the driving experience. The completed downtown corridor will lead to significant
economic growth for the City and surrounding communities.
3. Stakeholders: Identify all stakeholders supporting and/or benefitting from the project,
including municipalities, districts, nonprofits, or private entities.
The City will partner with the Washington State Department of Transportation (WSDOT) for this
resurfacing project. Since Oakes Avenue and First Street are a part of State Route 903, WSDOT
will be involved with design and construction review, with approvals required prior to bidding.
WSDOT is also in full support of this resurfacing project, as they have identified the need but are
unable to prioritize funding of the project at this current time.
III. Budget and Funding: Provide a detailed project budget, including the total cost and a
breakdown of expenses by phase and/or major category. Specify which portions or phases the
grant will support.
The First Street and Oakes Avenue Resurfacing project is estimated to cost a total of $825,912.
Preliminary engineering is estimated to cost $106,590 with construction making up the
remaining $719,322. Last year the City applied for a Surface Transportation Block Grant (STBG)
and received $714,414 in funding. The City is applying for the remaining $111,498 in funding
needed to complete this project, as required by the STBG local match requirements. The grant
will support the remaining $14,390 needed in preliminary engineering and $97,108 in
construction costs.
Project
Secured STBG
Current Funding
Total Project
Funding
Request
Cost
Preliminary
$92,200
$14,390
$106,590
Engineering
Construction
$622,214
$97,108
$719,322
Total Funding
$714,414
$111,498
$825,912
1.
