3. Stakeholders: lentify all stakeholders supporting and/or benefitting from the project, <br />including municipalities, districts, nonprofits, or private entities. <br />A key stakeholder in the Railroad Street project is the downtown business owners. The First <br />Street Downtown Revitalization project has been beneficial to new and existing local businesses. <br />Maintaining the appearance of the revitalized downtown corridor will continue to attract more <br />commerce to local businesses. Creating a truck route on Railroad Street will divert damaging <br />freight traffic off First Street and help protect the investment the City has made in the <br />downtown corridor. Another stakeholder is the traveling public. With the completion of this <br />truck route project, freight trucks will now be able to bypass the downtown corridor, improving <br />travel times to their destinations, and reducing potential collisions with passenger vehicle <br />parking maneuvers and pedestrians. Another stakeholder is the Washington State Department <br />of Transportation, who maintains State Route 903, which encompasses the downtown corridor <br />on First Street. By removing trucks from this corridor, the loadings are reduced, prolonging the <br />roadway surfacing condition. All municipalities in upper Kittitas County are stakeholders as Cle <br />Elum's downtown is utilized by citizens in all neighboring communities. <br />III. Budget and Funding: r'rovide a detailed project budget, including the total cost and a <br />breakdown of expenses by phase and/or major category. Specify which portions or phases the <br />grant will support. <br />The Railroad Street Rehabilitation and Truck Route project is estimated to cost a total of <br />$1,730,000. Preliminary engineering is estimated to cost $242,200 with construction making up <br />the remaining $1,487,800. The City was awarded $1,500,000 in Congressionally Directed <br />Spending funding. The City is applying for the remaining $233,600 in funding needed to <br />complete this project.
