Amended 2024 Docket Enabling Ordinance November 4, 2025 <br />Page 7 <br /> <br /> <br />The Board of County Commissioners held a public hearing on December 9th, 2024, for <br />reconsideration and clarification on original vote from the November 6th, 2024, hearing, and <br />approved the request with a 3-0 vote denying the Planning Commission’s recommendation of <br />denial and approve this request as originally presented by staff: <br />I. The Planning Commission recommended denial to the Board of County Commissioners <br />with a vote of 4-0 with twelve (12) findings of fact. <br />II. The Board of County Commissioners voted 3-0 to deny the Planning Commission’s <br />recommendation and to approve this docketed request as originally proposed by staff. <br />III. No public testimony for this proposal was received. <br />IV. The change meets the Growth Management Act and the objectives of the <br />Comprehensive Plan. <br /> <br />2024-09 Kittitas County Proposal: <br />Amend KCC 12 proposing clarifications of private road standards regarding private road <br />certifications, private road design standards (Table 12.04.04-1), description of civil review <br />processes, removal of unnecessary turnaround requirement, including code language to be <br />consistent with Ord. 2022-017, 2022 Article VII. Driveway Access, and mylar submittal <br />requirement. <br />I. The Planning Commission made amendments to the proposal and recommended <br />approval to the Board of County Commissioners with a vote of 4-0 with twelve (12) <br />findings of facts. <br />II. Kittitas County Department of Public Works is in support of the Planning Commissions <br />amendments to the proposal. <br />III. No public testimony for this proposal was received. <br />IV. The change meets the Growth Management Act and the objectives of the <br />Comprehensive Plan. <br /> <br />2024-10 Kittitas County Proposal: <br />Amend KCC 16 adding a preliminary plat approval revision process. <br />I. The Planning Commission made amendments to the proposal and recommended <br />approval to the Board of County Commissioners with a vote of 4-0 with thirteen (13) <br />findings of facts. <br />II. No public testimony was received for this proposal. <br />III. Written testimony for this proposal was received. <br />IV. The change meets the Growth Management Act and the objectives of the <br />Comprehensive Plan. <br /> <br />2024-11 Citizen-Initiated Proposal: <br />Comprehensive Plan Amendment and Rezone <br /> <br />This amendment was proposed by a private citizen and has been assigned file numbers RZ-24- <br />00002. Spring Tree Ranch L.L.C. & Fowler Creek Trust. is proposing a rezone change of 22.27 <br />acres from Agriculture 5 to Planned Unit Development. A comprehensive plan amendment (CP- <br />24-00002), rezone application (RZ-24-00002), and SEPA checklist were submitted as part of the <br />application packet.
