ATTACHMENT,,A,, SCOPE OF WORK Project Management Parametrix will provide project management throughout the duration of the contract to ensure scope, schedule, and budget objectives are met. Project management activities are included in the budgets for each task and may include: r Coordination and communication with County staff, subcontractors, and regulatory agencies' o Scheduling and conducting project meetings, including preparation of agendas and meeting notes' r Preparation of monthly invoices and progress summaries. . lnternal quality control reviews of deliverables. o Tracking of budgets, schedules, and deliverable deadlines' Project management will be performed for each task as part of the assigned budget and will not be billed as a separate task unless specifically authorized by the County under on-call request. Task 01 * Annual Plan Review & Financial Assurance Objective Parametrix will support the County meet annual regulatory obligations for the Ryegrass Facility's two landfills by reviewing, maintaining, and updating (as needed) the approved Plan of Operations, Closure Plan, and Post- Closure Plan forthe LPL, and preparingthe annual Financial Assurance (FA) updatefor both landfills.These activities are conducted to maintain compliance with WAC 173-350 and WAC 773-35I requirements and do not include the septage facility or land application program, which are addressed under separate tasks. Activities . Plan of Operations Review (LPL) - Per WAC 173-350-400(6), verify that current operations align with the approved plan. Document minor administrative changes (e.g., staff roles, contact information, dates) via memo-to-file or letter, Recommend formal revisions only if necessary to maintain regulatory compliance. . Closure Plan Review (LPL) - Per WAC 173-350-400(6)(d), compare fill progression to approved sequencing and grades. ldentify refinements that can be addressed through supplemental documentation and coordinate with County staff on closure timing and certification readiness. r Post-Closure Plan Review (LPL) - Per WAC 173-350-400(7Xb), confirrn that post-closure maintenance, monitoring schedulel and inspection practices remain consistent with the approved plan. Document adjustments as needed to reflect current conditions. . FA Update {LPL and Balefill) - Per WAC 1.73-350-600 (LPL) and WAC 173-351-600 (Balefill), update closure and post-closure cost estimates, unit pricing, and schedules based on current fill rates, inflation, Kittitas County Agreement for Services lrev.5/U/25lr Page 3 of 28
