the Team Commander shall be responsible for presenting rules, procedures, regulations, and <br />revisions thereto for approval by both parties. <br />C. Kittitas County Sheriff's Office will contribute 8 fiill-time commissioned officers, <br />Ellensburg Police Department will contribute 3 full-time commissioned officers, to be assigned <br />to the KCRTRT. <br />D. Sheriff and Police Chief approval must be obtained for the parties to assign less <br />than this staffmg requirement. The personnel assigned to the KCRTRT shall be considered <br />employees of the contributing member. The contributing member shall be solely and exclusively <br />responsible for the compensation and benefits for the personnel it contributes to the KCRTRT. <br />All rights, duties, and obligations of the employer and the employee shall remain with the <br />contributing member. Each member shall be responsible for ensuring compliance with all <br />applicable laws regarding employees and with provisions of any applicable collective bargaining <br />agreements and civil service riles and regulations that pertain to their respective agency. <br />E. The Sheriff and Police Chief may appoint the finance department of either of their <br />agencies to manage the finances (such as proceeds from KCRTRT seized property sold at <br />auction) of the KCRTRT. Before appointing the finance department of a particular member to <br />manage the finances of the KCRTRT, the finance department of the member should be contacted <br />first to obtain their consent and approval. The duty of managing the finances of the KCRTRT <br />may be rotated at the discretion of the Sheriff and Police Chief, with consent from the finance <br />department receiving the assignment. <br />VII. TEAM COMMAND, ACTIVATION, AND CONTROL. During field activation of <br />the KCRTRT, the Team Commander shall clearly identify who is incident command. The <br />incident commander will be the highest ranking member of the law enforcement office or <br />department having jurisdiction over the incident, or their designee. The Team Commander shall <br />designate the KCRTRT Tactical Commander, and KCRTRT Team Leader(s). The duties and <br />procedures to be utilized by the Incident Commander, the KCRTRT Team Commander, and <br />KCRTRT Team Leaders shall be set forth in the approved standard operating procedures. The <br />approved standard operating procedures may designate other personnel to be utilized during an <br />incident. Any supervisor who is a commissioned officer of either party is authorized to activate <br />the KCRTRT. <br />VIH. PROPERTY AND EQUIPMENT. <br />A. No property shall be purchased jointly, lent, or exchanged, nor shall title to any <br />property be transferred, except by separate agreement. This provision shall not preclude the <br />issuance of any operationally appropriate equipment to any officer while engaged in KCRTRT <br />duties who is properly trained to operate said equipment. <br />B. Neither party shall sell, assign, transfer, pledge, mortgage, lien, lease, license, <br />grant a security interest in, encumber, or otherwise create any covenant, restriction, or other <br />claim affecting any asset, equipment, facility, fund, or other property owned, leased, or otherwise <br />held by the KCRTRT. <br />Page 3 of 9 <br />
