c. Cle Elum Roslyn Police Department (Rich Albo): Couple of key dates for
city bankruptcy. End of September for an update and end of the year for a
final decision.
d. Department of Corrections (Dulce Thompson): Not able to book people
locally so having to travel to Yakima.
e. Clerk (Dennis Robinson): Still short staffed but working on it.
f. Ellensburg City Attorney (Chris Horner): Recruiting for a prosecutor
position.
g. Ellensburg City Council (Delano Palmer): No Report.
h. Ellensburg Police Department (Cameron Clasen): Hiring another patrol
officer and a new code enforcement officer.
i. KITTCOM Director (Rich Elliott-Report delivered via email):
• Wants to re-iterate the appreciation for the patience and flexibility
from LE agencies. We are adding staff(slowly) and working to
optimize our processes. We have spent a good deal of time and
effort focused on Fire/EMS over last 9+ months. I have paused non-
essential projects for Fire/EMS and would like to address any LE
agency concerns/questions—if you have any?
• To that end, we have a Spillman SME in our IT department and we
can explore better ways to use this software.
• We will be building a class to deliver to assist officers/deputies in
using Spillman effectively—sort of a "Here are the top ten easiest
things to do in field through Spillman" We will offer this on a
flexible schedule to those agencies and personnel who want the
training.
• Our labor contract is approved for 26-28. It includes improvements
in wages and benefits to ensure we attract and retain quality
candidates. Our preliminary budget for 2026 shows a 10% increase
but I will be moving some expenses into the 2/101h account to
reduce that number. You will get a number for 26 budgeting around
10/1.
• We are considering an idea that would have LE continue to pay for
basic Spillman licensing but have the add-ons provided and paid for
through KITTCOM. This would lower your Spillman costs and
basically make all modules available to all agencies. Feedback?
j. Kittitas County Auditor's Office (Bryan Elliott): No report.
k. Kittitas County Prosecutor's Office (Greg Zempel): Recruiting for an open
prosecutor position. Gearing up for the legislative session and preparing for
possible changes. Concerned about case load standards for public defense.
