September 22, 2025 <br /> TOPIC: Water District 6 (Vantage) Sanitary Sewer <br /> feasibility study <br /> ACTION REQUESTED: Direct staff to prepare enabling documents <br /> LEAD STAFF: <br /> Joshua Fredrickson <br /> RECOMMENDATION: <br /> Direct staff to prepare enabling documents to award a contract for the development of a <br /> feasibility study utilizing 2025 Fund 108 (Distressed County Sales and Use Tax) <br /> BRIEFING SUMMARY: <br /> • Water District No. 6 operates the sanitary sewer system, including the wastewater <br /> treatment plant, in Vantage <br /> • A development proposal in being considered in Vantage for a resort style hotel <br /> • Facilities assessment of the wastewater treatment facility is needed for planning <br /> purposes to support economic development <br /> • Responses to the Request for Qualifications (RFQ) have been received and scored <br /> resulting in selection of a firm to perform the work <br /> • Funding for assessment is proposed by utilizing the Distressed County Sales and <br /> Use Tax (0.09 funds) <br /> • Conference of Governments provided support at their May 21, 2025 regular <br /> meeting for use of Distressed County Sales and Use Tax <br /> BACKGROUND: <br /> Water District No. 6 (District) is the provider of the wastewater collection and treatment <br /> system within Vantage, a Limited Area of More Intensive Rural Development <br /> (LAMIRD) within the County. The current system most recent upgrades were done in <br /> 2013. Loading and capacity of the wastewater treatment plant is needed to identify costs <br /> for future development within the service area. Future development necessitates an <br /> assessment of the wastewater treatment plant is needed. <br /> DISCUSSION: <br /> An assessment of the current sanitary sewer plant is needed to evaluate for future growth. <br /> Public Works will manage the consultant contract with District input.
