o The purchase of supplies, equipment, and materials for daily general <br />activities, including but not limited to arts and crafts, games, food, and <br />supplies for recreational activities are not allowable. <br />• Any uses of these funds outside of the listed allowable uses must be approved by <br />Kittitas County in advance of the expenditure, in writing. The Contractor must <br />contact the contract manager in advance for review and approval of any purchases <br />of unclear allowability. <br />■ Food Purchases <br />o Food purchases should be used as a tool to reduce barriers to participation <br />in program activities. Food purchased under this contract is not intended to <br />serve as a substitute for meals for individuals experiencing food insecurity. <br />Contractors are encouraged to partner with local food programs or connect <br />clients to existing food security resources when appropriate. <br />o Food purchased under this contract must be limited to grocery stores, <br />wholesale retailers, or similar vendors. Purchases of hot, prepared food from <br />restaurants or food service establishments are not eligible for <br />reimbursement under this grant unless prior written approval is obtained <br />from the contract manager. Requests for approval must be submitted no less <br />than 30 days in advance, and include estimated cost, vendor, and <br />justification. <br />o All food purchases must be necessary, reasonable, and directly related to <br />achieving the goals of the program. The following are examples of food <br />purchases that are allowable: <br />■ Light meals or snacks during group sessions (such as sandwiches, <br />fruit, granola bars) <br />■ Bottled water, juice, or other non-caffeinated beverages <br />■ Culturally appropriate foods to support inclusion and belonging <br />Food for special events/celebrations that are therapeutic or <br />educational <br />o Meals for staff or contractors are not allowable under this contract. <br />o Contractor must retain and submit documentation for all food purchases. <br />Documentation must include: <br />■ The program or activity for which the food was purchased <br />■ The number of participants served <br />■ A brief explanation of how the food purchase supported the program's <br />goals <br />o Failure to comply may result in disallowed costs. <br />0 Supply Purchases <br />Kittitas County Amendment to: AGS (8/28/25) Page 2 of 5 <br />
