Auditor “Study Session Staff Report”, 8/26/25
KITTITAS COUNTY
BOARD OF COUNTY COMMISSIONERS
STAFF REPORT FOR
STUDY SESSION

Auditor

STUDY SESSION DATE: 08-26-25

TOPIC: Sales Tax Update and Review

ACTION REQUESTED: Informational Only

LEAD STAFF: Zack DeHaven

BRIEFING SUMMARY:
• Sales Taxes are received on a two-month lag (Excludes REET)
• Comparison is of January – May (5 Months)
• All Taxes displayed are outpacing the collection at this time last year
• Numbers are not adjusted for inflation
• The Rates of Growth vary due to variations in distribution methodology of
collections with other qualifying entities

BACKGROUND: Sales tax revenues are received on a two-month lag. To support year-
end forecasting, the Finance Department has developed a model that analyzes historical
County collections and projects estimated totals for the fiscal year. Based on this model,
the month of May typically accounts for approximately 35% of total annual collections.

Current data indicates that total collections are on track to exceed budget projections for
all sales tax categories, with the exception of 1/10 Mental Health Sales Tax- under $40K.

Please note, growth percentages are reported in nominal terms and are not adjusted for
inflation. All tax categories are showing year-over-year growth, though the smallest
increase is in Local Retail Sales Tax—our largest source of sales tax revenue. Current
Projected year end increase is approximately $300K over 2024 collection.

ATTACHMENTS:
• Sales Tax Update

Legal consultation?
