Prepare documentation for submittal to Ecology and Kittitas County Public <br />Health Department consistent with March 1 review and April 1 submittal deadlines. <br />•Fill Progression (LPL) - Use topographic survey data provided by the County to update fill progression <br />maps, estimate remaining capacity, and refine closure and post-closure cost projections for the Financial <br />Assurance update. <br />•As-Needed Plan Amendments – If operational, design, or regulatory changes require formal plan <br />modifications beyond the annual updates, prepare revised plan documents and coordinate submittals <br />with Ecology and Kittitas County Public Health District under the applicable WAC section. <br />Deliverables <br />•Draft and final annual summary memo documenting any updates to the Plan of Operations, Closure <br />Plan, and Post-Closure Plan (LPL). <br />•Draft and final updated FA summary memo, including revised cost estimates, schedules, and financial <br />model outputs (LPL and Balefill). <br />•Formal plan revisions only if required due to substantive changes. <br />•Updated drawings and volumetric analysis for LPL, incorporated into Closure Plan Review and Financial <br />Assurance documentation. <br />Assumptions <br />•The County will perform annual topographic or aerial survey of the active LPL and the closed Balefill <br />Landfill to document current grades and volumetric changes. <br />•No significant changes to landfill operations, closure grades, or post-closure use are anticipated during <br />the contract period. <br />•Minor updates will be addressed through supplemental documentation to avoid triggering re-review by <br />the regulators. <br />•County will provide current account balances, waste volumes, and tipping fee data for FA updates. <br />•Annual coordination and schedule alignment will occur during the County’s established regulatory <br />review cycle to ensure deliverables meet March 1 review and April 1 submittal deadlines. <br />•Survey will be completed by a qualified surveyor retained by the County or Parametrix; costs for survey <br />services are included in the Task 1.0 budget. <br />•Survey results will be provided in CAD and/or GIS format suitable for integration into closure planning <br />figures and cost models. <br />Task 02 – Environmental Monitoring <br />Objective <br />Conduct and report all required environmental monitoring for groundwater, leachate, and landfill gas (LFG) at <br />the LPL and the closed Balefill Landfill, in accordance with WAC 173-350, WAC 173-351, the approved <br />Environmental Monitoring Plan, Sampling and Analysis Plan (SAP), and the LFG Monitoring Plan.
