Kittitas County Agreement for Services (rev. 5/14/25) <br />Page 3 of 28 <br /> ATTACHMENT “A” <br />SCOPE OF WORK <br />Project Management <br />Parametrix will provide project management throughout the duration of the contract to ensure scope, schedule, <br />and budget objectives are met. Project management activities are included in the budgets for each task and may <br />include: <br />•Coordination and communication with County staff, subcontractors, and regulatory agencies. <br />•Scheduling and conducting project meetings, including preparation of agendas and meeting notes. <br />•Preparation of monthly invoices and progress summaries. <br />•Internal quality control reviews of deliverables. <br />•Tracking of budgets, schedules, and deliverable deadlines. <br />Project management will be performed for each task as part of the assigned budget and will not be billed as a <br />separate task unless specifically authorized by the County under on-call request. <br />Task 01 – Annual Plan Review & Financial Assurance <br />Objective <br />Parametrix will support the County meet annual regulatory obligations for the Ryegrass Facility’s two landfills by <br />reviewing, maintaining, and updating (as needed) the approved Plan of Operations, Closure Plan, and Post- <br />Closure Plan for the LPL, and preparing the annual Financial Assurance (FA) update for both landfills. These <br />activities are conducted to maintain compliance with WAC 173-350 and WAC 173-351 requirements and do not <br />include the septage facility or land application program, which are addressed under separate tasks. <br />Activities <br />•Plan of Operations Review (LPL) – Per WAC 173-350-400(6)(a), verify that current operations align with <br />the approved plan. Document minor administrative changes (e.g., staff roles, contact information, <br />dates) via memo-to-file or letter. Recommend formal revisions only if necessary to maintain regulatory <br />compliance. <br />•Closure Plan Review (LPL) – Per WAC 173-350-400(8), compare fill progression to approved sequencing <br />and grades. Identify refinements that can be addressed through supplemental documentation and <br />coordinate with County staff on closure timing and certification readiness. <br />•Post-Closure Plan Review (LPL) – Per WAC 173-350-400(11), confirm that post-closure maintenance, <br />monitoring schedules, and inspection practices remain consistent with the approved plan. Document <br />adjustments as needed to reflect current conditions. <br />•FA Update (LPL and Balefill) – Per WAC 173-350-600 (LPL) and WAC 173-351-600 (Balefill), update <br />closure and post-closure cost estimates, unit pricing, and schedules based on current fill rates, inflation,
