KITTITAS COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />STAFF REPORT FOR <br />BOARD OF HEALTH <br />Public Health Office <br />BOARD OF HEALTH DATE: 09/18/25 <br />TOPIC: Request to Schedule a Joint BOH/BOCC Public Hearing to Consider the <br />adoption of the 2026 KCPHD Fee Schedule on <br />December 18, 2025 <br />ACTION REQUESTED: Approval <br />LEAD STAFF: Chelsey Loeffers <br />RECOMMENDATION: <br />Approve the request to Schedule a Joint BOH/BOCC Public Hearing to Consider the adoption of <br />the 2026 KCPHD Fee Schedule on December 18, 2025 at 10:00 am. <br />BRIEFING SUMMARY: <br />■ KCPHD updates the department fee schedule annually through a joint public hearing. <br />Environmental Health fees are generated through a full cost recovery method, using <br />calculations that anticipate direct and indirect costs of service for the next fiscal year. <br />Proposed fees were reached by: <br />o Review of July 2024 — June 2025 time data and permit/inspection volume actuals <br />o Review of five-year actuals and averages for permit/inspection volume <br />o Projections of impacts to service demand and delivery, including economic <br />uncertainties and state and local code changes <br />■ Fees for vital records are determined by Washington State, and the passport program are <br />determined by the US Department of State.
