BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br />RESOLUTION NO.2025 - <br />AUTHORIZING THE SELECTION OF LIGHTCURVE FOR DESIGN, BUILD AND MAINTENANCE OF <br />BROADBAND NETWORKS ASSOCIATED WITH THE WSBO GRANT FUNDING AND AUTHORIZE <br />THE CHAIR OF THE BOARD TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT FOR SAID <br />PROJECT <br />WHEREAS: Kittitas County Board of County Commissioners authorized Resolution 2023-072 establishing <br />policy standards for broadband infrastructure and identifying the public benefit of expanding <br />broadband networks within the County; and <br />WHEREAS: Grant funding was requested by the County in 2023 from the Washington State Department of <br />Commerce State Broadband Office (WSBO) ARPA Coronavirus Capital Funds for broadband <br />expansion in County areas northwest of Ellensburg, East of Kittitas and in the area of Holmes; and <br />WHEREAS: Project funding was awarded by WSBO and authorized by grant Contract Number 23-96810-022; <br />and <br />WHEREAS: Kittitas County Public Works advertised a Request for Statement of Qualifications for the Design, <br />Build and Maintenance of Broadband Networks associated with the Washington State Broadband <br />Office (WSBO) grant funding; and <br />WHEREAS: Evergreen Washington Connect, LLC dba Lightcurve, a qualified firm, was the only submittal for <br />the design, build and maintenance of broadband service in the project area; and <br />WHEREAS: Lightcurve has previously been selected for design and build of the broadband networks in the <br />Thorp and Edgemont unincorporated areas of the County under a different grant; and <br />WHEREAS: A Professional Services Agreement has been drafted meeting WSBO grant requirements and <br />reviewed by the Prosecuting Attorney's Office; and <br />WHEREAS: WSBO grant funding authorizes a 10% indirect rate and a project completion by October 2026; <br />and <br />WHEREAS: Funds awarded are anticipated to construct approximately 170 miles of fiber to broadband <br />serviceable locations. <br />NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the best interest of the <br />public, does hereby authorize the selection of Evergreen Washington Connect, LLC, dba <br />Lightcurve for Design, Build and Maintenance of Broadband Networks for the WSBO grant <br />project area identified and authorize the Board Chair to execute a Professional Services <br />Agreement for said project. <br />DATED this 16th day of September 2025, at Ellensburg, Washington. <br />Attest: <br />❑ Clerk of the Board- Julie Kjorsvik <br />❑ Deputy Clerk of the Board- Mandy Buchholz <br />BOARD OF COUNTY COMMISSIONERS <br />KITTITAS COUNTY, WASHINGTON <br />Laura Osiadacz, Chairman <br />Cory Wright, Vice -Chairman <br />Brett Wachsmith, Commissioner <br />
