Josh Frederickson requested approval of a resolution to designate <br />Public Works Director as interim County Engineer <br />Vice Chairman Cory Wright moved to approve Resolution 2025-148 and <br />Commissioner Brett Wachsmith seconded the motion. Resolution 2025-148 <br />approved. <br />CONFERENCE OF GOVERNMENT - ECONOMIC DEVELOPMENT <br />Josh Frederickson gave an update of (COG) Conference of Governments. <br />He stated that as a part of COG, there is a work program related to <br />infrastructure and promoting economic development comprised of member <br />agencies from all municipalities, incorporated municipalities within <br />Kittitas County, and other representatives from Kittitas County. <br />Josh Fredrickson continued that partnership for framework <br />collaboration for economic development has been developed from the <br />County, Cities within Kittitas County, Central Washington University <br />and the Kittitas County Chamber of Commerce. Josh Frederickson gave <br />an overview of the implementation of an Executive Director, overseen <br />by COG, to drive economic development. Josh Fredrickson added that <br />in a recent COG meeting held on 8/20/25 an interlocal was discussed <br />and presented to members of COG. Josh Fredrickson stated that members <br />of COG were asked that it be taken back to their City Counsels for <br />review and discussion. <br />Josh Frederickson then introduced Rob Ogburn of CWU, BCS (Business <br />Community Services), to share informational analytical data regarding <br />economic challenges. Discussion was held. <br />FEMA MAP CHANGES - YAKIMA RIVER EASTON REACH <br />Arden Thomas briefed the Board of Commissioners on flood risk <br />assessments in the Yakima River Easton Reach. Arden Thomas stated <br />that Public Works has submitted the required updated technical <br />information to FEMA and is expecting FEMA to issue a map change based <br />on this new technical information. Arden Thomas recommended that a <br />mailing be sent out to all property owners in the affected area <br />regarding the updated information. Arden Thomas gave an overview to <br />the board of the appeal processes should there be an appeal to the <br />updated map change. <br />Arden Thomas requested direction on providing the mailing to the <br />owners in the affected areas and advised that FEMA will post the <br />information in the newspaper when they finalize a map change. <br />Direction was given to draft and send out a mailing to the affected <br />area property owners. <br />08/25/25 MINUTES <br />
