KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 <br />Regular Meeting <br />MONDAY 1:30 PM August 25, 2025 <br />Board members present: Chairman Laura Osiadacz, Vice -Chairman Cory <br />Wright, and Commissioner Brett Wachsmith. <br />Others: Josh Fredrickson, Arden Thomas, Lisa Godden, Public Works; <br />Kelle Vanderberg, City of Ellensburg; Amy McGuffin, Kittitas County <br />Chamber of Commerce; and Rob Ogburn, Central Washington University. <br />At 1:31PM Chairman Laura Osiadacz opened the Public Works Study <br />Session. <br />NO CITIZEN COMMENTS <br />REQUEST TO APPROVE A RESOLUTION ACCEPTING FEDERAL AVIATION <br />ADMINISTRATION GRANT FUNDS FOR THE DESIGN PHASE OF THE HANGAR <br />TAXILANE COMPLEX PROJECT <br />Josh Fredrickson briefed the Board of County Commissioners of the <br />grant offered by the Federal Aviation Administration (FAA) for the <br />Hangar Taxilane Complex Project which is one of the projects listed <br />in the Airport Layout Plan. The FAA grant offer is 950 of the full <br />design or $183,986.00. The local match is 50 or $9,683.00, which is <br />budgeted within Airport Fund 101. Josh Frederickson requested <br />approval of the resolution to accept funding from the FAA for the <br />Hangar Taxilane Complex. <br />Vice Chairman Cory Wright moved to approve Resolution 2025-147 and <br />Commissioner Brett Wachsmith seconded the motion. Resolution 2025-147 <br />approved. <br />REQUEST TO APPROVE A RESOLUTION DESIGNATING INTERIM ACTING COUNTY <br />ENGINEER, NOT TO EXCEED SIX MONTHS <br />Josh Fredrickson briefed the Board of County Commissioners on the <br />need for an interim County Engineer due to the current Engineer's <br />departure effective 8/29/2025. The Board of County Commissioners has <br />the authority and requirement to employ a County Engineer. Josh <br />Frederickson stated that he has been working with HR, and the <br />position has been posted. Josh Fredrickson requested to be appointed <br />as the interim County Engineer as he had served as County Engineer <br />prior to being appointed as Public Works Director and has maintained <br />those qualifications. <br />08/25/25 MINUTES <br />
