tntertocatAgreement Between Kittitas county and Kittitas Gounty Fire District #2to have <br />Kittitas county Fire District #2 process its own Accounts Payabte and Payroll Warrants <br />lndependent of the Kittitas county Auditor's office warrant Processing system <br />This Lntertocal Agreement is made and entered into, by and between the Kittitas county Fire <br />District #2, Kittitas county commissioners; the Kittitas county Auditor and the Kittitas <br />County Treasurer. <br />WHEREAS, the lntertocat Cooperation Act, as amended and codified in chapter 39'34 of the <br />Revised code of washington ("RCW"), provides for pubtic agencies to enter into agreements <br />forjointorcooperative action authorized underthat chapter; <br />WHEREAS, the county and the Kittitas county Fire Protection District No. 2 are pubtic <br />agencies within the meaning of chapter 39.34 RCW and may enter into interlocaI agreements; <br />WHEREAS, Rcw 52.12.021 further provides thatfire protection districts may enter into a[[ <br />necessary contracts and do att tawful. acts required and expedient to carry out the purpose of <br />titl.e 52 RCW; <br />WHEREAS, titte 52 RCW governs the activities of fire protection districts within the state of <br />Washington and within Kittitas County; <br />wHEREAS, Rcw 52-16.010 provides thatthe county Treasurer sha[[ receive and disburse <br />Fire District revenues, cottect authorized Fire District taxes and assessments, and credit Fire <br />District revenues to the Fire District's proper fund; <br />wHEREAS, RCW 52.16.050(1) further provides that the county Treasurer shatl pay out money <br />received forthe account of the Fire District on warrants issued bythe county Auditor against <br />the proper funds of the Fire District, which warrants shal'l' be issued on vouchers approved and <br />signed by a majority of the Fire District Board and by the Fire District secretary; <br />wHEREAS, RCW 36.22.050, RCW 36.22,060 and RCW 36.22.090 provide for issuance <br />bythe county Auditor of Fire District payrott warrants payabte by the county Treasurer; <br />WHEREAS, Kittitas County Fire District #2 has had its own integrated accounting system' <br />which is futty capabte of printing checks for accounts payabte and payrott; <br />WHEREAS, Kittitas county Fire District #2 has processed their own accounts payabte and <br />payrol.t independent of the Kittitas county Auditor's office warrant processing system' and <br />thislntertocatagreementismeanttoupdatethatagreement;and <br />wHEREAS, a [l parties herein agree this change wi[[ save staff time and expenses for the Kittitas <br />county Auditor, Kittitas county Treasurer and Kittitas county Fire District #2; <br />NOWTTHEREFORE THE PARTIES do hereby execute and agree to the terms' promises and <br />conditions of this Lntertocaf Agreement for the purposes setforth herein and as fottows: <br />1.
