KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: July 28, 2025 <br />TOPIC: Mid -Columbia Fisheries Memorandum of Agreement <br />ACTION REQUESTED: Request to Approve a Resolution to Authorize Chair <br />Signature on Memorandum of Agreement Amendment with Mid -Columbia <br />Fisheries <br />LEAD STAFF: <br />Arden Thomas <br />RECOMMENDATION: <br />Authorize Chair signature on the First Amendment to Memorandum of Agreement <br />between Kittitas County and Mid -Columbia Regional Fisheries Enhancement Group <br />BRIEFING SUMMARY: <br />• The Board of County Commissioners previously authorized Public Works to enter <br />into grant agreement WQC-2024-KIPWD-00228 with the Department of Ecology <br />and into a Memorandum of Agreement (MOA) with Mid -Columbia Fisheries <br />(MCF) to implement grant agreement. <br />• The work conducted under this grant agreement provides flood reduction benefits <br />along Mercer Creek within the City of Ellensburg. <br />• MCF and Public Works would like Public Works staff to lead the design and <br />hydraulic modeling of a flood risk reduction project supported by the grant. <br />• The proposed amendment outlines roles and responsibilities and allocates grant <br />funding associated with this additional collaboration. <br />BACKGROUND: <br />In October 2022, Mid -Columbia Fisheries (MCF) applied for a Clean Water grant under <br />the Department of Ecology's solicitation to maintain a flood risk reduction project that <br />MCF and Kittitas County Public Works had collaborated on, and to design a second <br />project. The grant application ranked highly, but due to limited funding, Ecology staff <br />advised MCF to partner with a local jurisdiction that could serve as the project sponsor. <br />The Board of County Commissioners authorized Public Works to enter into Grant <br />Agreement WQC-2024-KIPWD-00228 and an MOA with MCF to implement the scope <br />of work (Resolution 2023-192). <br />Kittitas County and MCF have since identified additional opportunities for collaboration <br />on the project's design component under the grant. <br />Page 1 of 4 <br />Public Works "Work Session Staff Report", 2025 <br />
