KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: July 28, 2025 <br />TOPIC: Water Filling Station <br />ACTION REQUESTED: Direction to Staff <br />LEAD STAFF: <br />Arden Thomas <br />RECOMMENDATION: <br />Direct staff to continue efforts to ensure that Public Works crews have access to <br />construction water to support road maintenance and construction activities. <br />BRIEFING SUMMARY: <br />• In 2024, the City of Cle Elum amended its municipal ordinance to limit use of its <br />water filling station. <br />• Discussions with the City in 2024 indicated that this change was prompted by use <br />of the filling station for purposes outside its intended scope, which is to provide <br />non -potable water for construction. <br />• This year, we learned that the ordinance change is affecting contractors with <br />construction projects located outside the City's water service area. <br />• Public Works currently lacks the capacity to develop an alternative fill station. <br />• As a water customer served by Cle Elum, our current understanding is that Public <br />Works can utilize City water for road construction and maintenance needs. <br />BACKGROUND: <br />In 2024, the City of Cle Elum amended its municipal ordinance to restrict use of its water <br />filling station. The new ordinance allows water access only to contractors with an active <br />building permit for projects within the critical water supply service area (Cle Elum, South <br />Cle Elum, Roslyn, Ronald, and Suncadia, including the urban growth areas). <br />Previous discussions with the City indicate that the change was prompted by use of the <br />fill station outside of its intended purpose, supplying non -potable water for construction <br />water. Kittitas County Public Works initially responded by attempting to better assess <br />residential and domestic water needs. This year, it became apparent that the change is <br />affecting contractors working on projects outside the water supply service area. <br />DISCUSSION: <br />Public Works currently lacks the capacity to develop an alternative fill station. <br />Establishing one would require significant capital investment and ongoing staffing. <br />Page 1 of 2 <br />Public Works "Work Session Staff Report", 2025 <br />
