2025 Hazard Mitigation Plan <br />Kittitas County, Washington <br />Flood Control Zone District <br />Capital lmprovement <br />Planning <br />Each year the Flood Control Zone District updates its 6-year Capital <br />lmprovement Plan (ClP). This Plan is then incorporated into the County (ClP). <br />Mitigation measures in the Hazard Mitigation Plan for flood and levee related <br />hazards inform this ClP. <br />Comprehensive Flood Hazard <br />Management Planning <br />Kittitas County fully integrates Comprehensive Flood Hazard Management <br />Planning into the County's Hazard Mitigation Plan. Washington State Flood <br />Control Account Assistance Program (FCAAP) funding was available for <br />technical studies and planning efforts to update Flood Hazard Plans. Kittitas <br />County conducted a technical assessment of the Yakima River Easton Reach, <br />addressing flood risks for severalfloodplain communities and advancing several <br />mitigation measures identified in the 2019 Hazard Mitigation Plan. Additionally, <br />the City of Ellensburg is currently implementing an FCAAP funded project to <br />conduct an in-depth analysis of urban flooding caused by Whiskey and Mercer <br />creeks within the Ellensburg Urban Growth Area and city limits. <br />Community Rating System <br />Kittitas County participation in the Community Rating System (CRS) helps <br />determine the Flood Control Zone District Work Program. The District's Work <br />Program includes annual progress reporting on Hazard Mitigation Plan <br />implementation and outreach projects regarding flood hazards. CRS is a <br />voluntary incentive program that recognizes and encourages community <br />floodplain management practices that exceed the minimum requirements of the <br />NFIP. <br />Community Wildlife <br />Protection Plan <br />This Plan was considered during discussion of the Wildfire portion of the Risk <br />Assessment section of this Hazard Mitigation Plan and helped inform identified <br />mitiqation strateqies to address wildfire risk. <br />Washington State Wildland <br />Fire Protection 10 - Year <br />Strategic Plan <br />The State's Wildland Fire Protection Strategic Plan is a blueprint for effective <br />wildland fire protection in Washington and inform associated policy and resource <br />decisions. The Plan is also anchored in the National Cohesive Wildland Fire <br />Management Strategy and shares its focus on resilient landscapes, fire-adapted <br />communities, and safe, effective wildfire response. The Wildland Fire Protection <br />Strategic Plan focuses on wildfire prevention, reducing human-caused ignitions, <br />and post-fire recovery and informed the CWPP. <br />Washington State Eastern <br />Washington 20 -Year Forest <br />Health Strategic Plan: <br />The 20-Year Forest Health Strategic Plan was developed by the DNR to treat <br />areas of state forest land that have been identified as being in poor health. The <br />plan sets a vision, guiding principles, and process for moving forward, and takes <br />an all-lands approach that is science-based for treating 1.25 million forested <br />acres in Eastern Washinqton. This Strateqic Plan helped inform the CWPP. <br />Planning lnitiative Description <br />3.10.2. Potential Future lntegration <br />As the Hazard Mitigation Plan is implemented, Kittitas County will use information from the Plan as the <br />best available science and data on hazards. The capability assessment presented in Section 3.9 of this <br />Plan identifies codes, plans, and programs that provide opportunities for integration. The countywide and <br />local action plans developed for this Plan are related to plan integration. The capability assessment <br />identified plans and programs, listed in Table 3-23, that do not currently integrate goals and <br />recommendations of this Plan but provide opportunities to do so in the future. <br />Chapter 3: Community Profile 48
