2025 Hazard Mitigation Plan <br />Kittitas Gounty, Washington <br />a The Kittitas County Conference of Governments (COG) is a regional planning agency with the <br />purpose of developing and promoting communication, understanding, and cooperation among the <br />COG member jurisdictions. The COG has supported a Standard of Cover Assessment as part of <br />their work program. The Standard of Cover Assessment will help identify overlaps or gaps in <br />emergency service areas as well as how to coordinate efforts more efficiently. Efforts through the <br />COG to enhance coordination and cooperation among jurisdictions, emergency services, and fire <br />districts may help support hazard mitigation initiatives. <br />3.{0. HAZARD MITIGATION INTEGRATION <br />The information on hazards, risk, vulnerability, and mitigation contained in this Hazard Mitigation Plan is <br />based on the best available data at the time of the Plan update. Plan integration consists of the <br />incorporation of hazard mitigation into other relevant planning mechanisms (e.9., general planning and <br />capital improvement planning). lt includes the integration of natural hazard information and mitigation <br />policies, principles, and actions into local planning mechanisms and vice versa. Additionally, plan <br />integration is achieved through the involvement of key staff and community officials in collaborative <br />hazard mitigation plann i ng. <br />3.10.1. Existing Plan lntegration <br />ln the performance period since the adoption of the previous Hazard Mitigation Plan, Kittitas County <br />made progress on integrating components of the hazard mitigation strategy (e.9., goals, objectives, and <br />actions) into the planning initiatives listed in Table 3-22. <br />Table 3-22. Current Plan lntegration <br />Kittitas County <br />Comprehensive Plan <br />The Comprehensive Plan is based on a framework of community goals and <br />objectives adopted by the County with assistance from various subarea groups <br />and other citizens as a final expression of public policy. The development and <br />adoption of the Comprehensive Plan is in compliance with the Washington State <br />Growth Management Act (RCW) 36.70A and under authority of the Planning <br />Commission Act, RCW 35.63. <br />Plan Participants used their comprehensive plans and this Hazard Mitigation <br />Plan as complementary documents that work together to achieve the goal of <br />reducing risk exposure to the citizens of Kittitas County. Future updates to a <br />Comprehensive Plan mav trigger an update to the Hazard Mitigation Plan. <br />The Capital lmprovement Plan (ClP) includes projects that can help mitigate <br />potential hazards. The County will strive to ensure consistency between the <br />Hazard Mitigation Plan and the current and future Capital lmprovement Plan. <br />The Hazard Mitigation Plan may identify new possible funding sources for <br />capital improvement projects and may result in modifications to proposed <br />oroiects based on results of the risk assessment. <br />Capital lmprovement Plan <br />Countywide Planning Policies <br />The Countywide Planning Policies are used to establish a framework from which <br />the comprehensive plans of the County, cities, and towns are developed and <br />adopted, pursuant to the GroMh Manaqement Act (RCW 36.70A). <br />Portions of the County Code (e.9., building, zoning, subdivisions) will be <br />reviewed based on developing trends in identified hazards and mitigation <br />measures that can make them more effective at preventinq losses. <br />Kittitas County Code <br />DescriptionPlanning lnitiative <br />Chapter 3: Community Profile 47
