Docusign Envelope lD: F8876F27-0096-4D3D-AFE1-1C16DBAE38BC <br />INTBRLOCAL AGREEMENT BETWtrEN KITTITAS COUNTY AND THE <br />WASHINGTON DEPARTMENT OF FISH AND WILDLIFE <br />This Interlocal Agreement is made and entereci into this f Ou, o V/$/*2025,by and <br />between the Washington Department of'Fish and Wildlife (herein a{ter "WDFW") and Kittitas <br />County through the Public Works l)epartment (herein after "County"). <br />RECITALS <br />WI{EREAS, the Interlocal Cooperation Act, as amended, and codified in Chapter 39.34 o{' <br />the Revised Code of Washington ("RCIW"), provides for public agencies to enter into <br />agreements fbr.ioint or cooperative action authorized under that chapter; and <br />WHEREAS, in2023, the Washington State Legislature appropriated funds in the 2023- <br />2025 Budget Proviso for the acquisition of Springwood Ranch fbr public purposes pursuant <br />to Section 3073 of Engrossed Substitute Senate Bill 5200, the text of r.r,hich is attached as <br />Exhibit A and incorporated by refetence (the "Springwood Ranch Legislation"); and <br />WHEREAS, pursuant to the Springwood Ranch Legislation, on October 3lst, 2024 the <br />Trust {br Public Lands conveyed portions ol'Springwood Ranch to Kittitas County, The <br />Kittitas Reclamation District (KRD), the Confederated Bands and Tribes of the Yakama <br />Nation (Yakama Nation), and Washington State acting by and through Department of Fish <br />and Wildlif'e (WDFW) (collectively "Owners"); and <br />WHEREAS, Kittitas County entered into Crant Agreement No. WRYBIP-2325-KiCPWD- <br />AA072 with the Washington State Department o1'Hcology for Springwood Ranch <br />stewardship and planning activities, r,r,hieh is attached as Exhibit B and incorporated by <br />re{brence ("grant agreement"); and <br />WIIEREAS, stewardship and planning funding rvill be used to maintain core land <br />managentent lirnctions during an interim management period and provide key services to <br />enable the owners to transition the ranch to meet long-temr mallagement goal; and <br />WIIEREAS, the owners urill work together to irnplernent the scope of work authorized and <br />funded by the grant agreement; <br />N()W, THEREFORE, it is hereby agreed as flollows: <br />'[ERMS <br />1) Legal tsasis. This Agreement is entered into grursuant to Chapter 39.34 (the <br />Interlocal Cooperation Act). <br />2) Purpose.
